George Ashe, MPP (PC - D urham West) Ontario Minister of Revenue As rnany of you are aware, one of the Ontario Government's goals is to improve the energy effi- ciency of the average Ontario home by 30 per cent by 1995. 1 The Heat Save program, designed by the Ministry of Energy, addresses die important issue of energy conservation and provides homeowners with the opportunlty to discuss their specifle energy concer- ns with experts in the field. Whitby is one of 60 Ontario communities which wiil be participatlng in the Heat Save program being conducted throughout the province over a 5- year period. Whitby's Heat Save clinies will be presented by the Ministry of Energy in co-operation witb the Whitby Hydro Electrie Commission and wil pro- vide free clinics for homeowners from Jan. 19 to 29. An opportunity wiil be provided, through the Heat Save dlinic, for Whitby homeowners to receive ad- vice from trained personnel on ways to iower heating costs and conserve energy in their homes.- I would like to take this opportunity to encourage ail Whitby homeowners to take advantage of the Heat Save program and to make an effort to visit the clinic over the next two weeks to discuss your specific energy concerns. The Whitby Heat Save clinic (urban) wiil be held at the Whitby Mail from Jan. 19 to 29. Monday through Friday fromn 10 a.m. to 9 p.m. and on Satur- day from 10 a.m. to 5 p.m. The clinic will not be open on Sunday, Jan. 23. The Whitby Heat Save ciinic (rural area) will be heid at the Community Concept Centre on Baldwin Street in Brooklin on Jan. 27, 28 and 29 only. This clinic will be operating from 10 a.m. to 9 p.m. on Jan. 27 and 28 and froru 10 a.m. to 5 p.m. on Jan. 29. Participation in the Heat Save clinic requires ap- proximately 20 minutes and wili enable homeowners to meet with the clinie staff to discuss their parsonai,. detailed house energy analysis. This analysis will include the calculation of an energy rating, and recommendations for the iowest cost ways of reducing fuel biils. Homeowners are encouraged to bring estimates of the square footage of heated floor areas in their homes, and of the heating costs for the past year. This information will assist the Heat Save staff to provide a more accurate estimate of savings which might be reaiized by incorporating the discussed energy saving techniques. The Heat Save program bas been designed to help reduce Ontario's energy consumption and every- one's assistance is required to meet this goal. Heat Save staff have been trained to work with home- owners to identify energy problem areas and deter- mine the most economicai method of dealing with these problems. Please take the time to visit the clinic, and deter- mine how you can make your home more energy ef- ficient. The Heat Save process takes 20 minutes, but by taking this first step, you could save money for the next 20 years. Now, there wiil be an ini- crease in the Town's share of your taxes, but it wil be a very modest one. In the rural area the increase wiil be 2.8 per cent, and in the urban sector, south of Taunton Road, it wiil be 3.4 par cent. In effect, this means that on a house and/or property assessed at $5000 the rural resident wiii psy yearly. $9.00 more, and an urban resident $12.50 more. I must point out though, that tis is for Town of Whitby services oniy. For regional services our best and educated guess is an increase of 7.9 par cent, which wiil add an ad- ditionai $15.00 yesrly for that same househoid. For the largest chunk of taxes, the sehool board, we have not made an estimate. This amount was 48 par cent of your total taxes in 1982, and when the board submits its demsnds to the town, it will be passed on to the residents and tax-paying establish- ments. Our budget is ready eariy, and the taxpayer wiii benefit in many ways from this action. One benefit is that local politicians, ratepayers and residents will have clarification as to where your taxes are applied. Because the town collectsalal the taxes, local, regional and school, local politicians and town emýployees take ail the flak when a complaint arises. Winter has been very kind to us, so far! NeecIiess to ssy, this is a great saving monetariiy, no snow removai, smailer gas/ofl/eieetric bills. Uniess you happen to own a winter sport resort, let's hope it continues until spring.
