The new seheme, which wil croate 10 new rldings, in Ontario and 28 across the country, will split the Ontario Riding into two constituencies. A new riding, called Ajax - Whitby - Oshawa, will include the Towz f Ajax, the Town of Whit- by south of Taunton Road, and South Oshawa bounded in the north by Taunton'Road, to the east by, Stevenson Road, and to the south by Lake Ontario. The old Ontario riding' wMl then include the Town of Pickering, Nor- thi Whitby, Worth and East Osbawa, Uxbridge and Georgina Island. The redistribution plan -was announced Monday morning and is based on new population figures draw'n from the 1981 ioderai census. Ont- ario will bave 105 repre- sentatives .in the House of Commons, Up'fromn 95. "they'ere just making bigger, government" The aim of the plan is to crate ridings which consists Of ap- proximatoly 80,000 con- stituents. Scott Fennell, Mem- ber of Parliament for the Ontario Riding, told the Free Pros e oppos- es the redistribution plan on the basis of cost. IlIt will cost the foderai government $2.8 million annually to add " it will Cost, taxpayers $2.8 milion"11 28 members," Fennell said. Ho said the cost of salary, office staff and travel expensos for each new member totals about $100,000. "Ail they are doing is making bigger govern- ment and costing the taxpayers , more money, " Fenneil said. Ho added it is "a terrible tirne" to intro- duce such a plan, with restraint a top priority at -ail levels of govern- mont. 1Fennoil sald the Con- servative Party is against the plan purely on tho basisof cost, be- cause politlcally the new sciieme could holp the Conser vatives.' "We have a strong base of support in this area, so it would be good for us politically,"11 Fen- neli said. "But our party a terrible time to add, to government is against it becauseofM the cost."l Fennoil addod ho could "easily" reprosent .125,000 people, and- there is no need to reduce the num- New 'rate increase increase stil allows for local works programs could represent 125,000 people ber of constituents. Theoproposai must stiil undergo public bearings and will- not corne before the Houso of Gommons for a vote until the spring of 198M. Public hearings for Durham Region will be held in the Ontario Supreme, Court in Toronto on jan. 6. Fennoîl said bis party plans to prepare for the change by creating two groups of 'volunteers and two separate fun- ding structures. "That way, we'll be ready.for the change ini the 1984 election if the proposai becomes law," Fennell said.' Rate- increases for regional wator and sower service will be beld to an average of 6.4 per cent, regional works chairman Gerry Emm told the Free Press Tuesday. Emm said miembers 'of the finance commit-' tee worked over the weekend to find ways to koep rate increases» down while maintaining municipal water and sewer service'., A special report to regional council rocent- iy predicted the rates could junip as much as 15 per cent in' 1983. Rising maintenance costs and a decl ine 'in the -number of ratepay- ors wore cited as rea- sons for the proposed increase. Water and sewer operations account for almost one bal of the region's $43.1 million budget. "We were confident that the proposed 15 per cent increase was too bigh, but we didn't want to dispute the- finance committe at the time,"' Emm said. Ho added -tbat the "fine' tuning" of the works operation would not disrupt municipal programs for road work and sewer work. "tWe can still go abead and allow -programs'for' the local municipali- ties, " Emm said. Last woek, Regional Councillor. Tom Ed- wards voiced. concern that -cutbacks in the region's water andý sewer budget would beave municipalities in the region without the necessary funds to carry on vital road, work. "Thero was somè con- cern that cutbacks at the regional level would mean no work could go on in the municipali- ties," Emm said. "But wbat wo've done is just fine-tuned ' the figures and we've come Up with an increase that cornes close to the six-and-five restraint guidelines."l YOU CAMBIE A PROFESSIONAL I#AMRTTLIST ART & TECHNIQUE Huntom se ENROLL NOW FOR NEXT MONTH'S Cý,ASSES 7 Govonenment Liconsied instructors .27 uoccsfui 0Of8 of b*fsty4hg xperieffl. 14 Ontario St. Oshawa 576-0479 221 Plit St. Comnwall 938-931 3 Thank you for helpitig our studerîts tQdlaq protessional hdo, StYliStS tOrnoOrOcW.
