To put MacEachen's mistake in perspective, ima- gine you are a student writing an exam. You tel everyone you expect to get a respectable 70 out of 100 but instead you wind up barely passing. Or imagine you are a busi -nessman paying off some loans. You expect to be only $100,000 in debt by the end of the year. Instead, it tùrns out you owe $160,000 and you have to suddenly serounge up a sum equal to twice your annual income. If Allan MacEachen worked in the private sector and he tried to explain a blunder of this size to bis shareholders, not only would he be out of a job, he'd probably be put in jail for fraud or criminal negli- gence. What is incredible about this $6 billion unantici- pated government spending is that Ottawa main- tains it is tightening its belL. We were told last year that MacEachen had to raise taxes to reduce bis deficit. He raised them, ail right.
