Last week, East Ward Councillor Joe Drumm requested that a list be drawn up of all uncom- pleted work in the 160- unit subdivision located on the south side of Dundas Street East between Kendalwood and Thickson Roads. "I want to see some- thing done right away,' Drumm told his coll- eagues at last week's meeting of Whitby Town Council. The councillor also claimed that he has had a few complaints from people already living in the area. "Some people rñoved in there last year and they still don't have sodding, and curbs aren't finished," he said. However, some ser- ious complications could make this situa- tion more difficult to re- solve. Last month, the developer, Coventry Homes Limited, went into receivership be- cause of a "downward pressure of the house market and a tight money supply. This announcement came as a surprise not only to home owners but to HUDAC (Housing and Urban Development Association of Canada) officials as well. HUDAC has advised those people purchasing Coventry-built homes not to give more than a $20,000 down payment and to see their lawyer. Many residents al- ready living in the sub- division were becoming "a little panicky" after they heard the news saying that many of their homes are not complete and sodding has yet to be laid. Drumm said that the town should contact The Clarkson Group of Toronto- the receiver - and ensure that road and boulevard work is completed. "If that doesn't work, we'll draw on the letter of credit." "I know Coventry's had their problems," Drumm continued, "but we can't have this go on like it is. Depending on the staff report, I am willing to take further action." However, the councill- or stressed that the town can do little for the pur- chaser complaining about shoddy or incom- plete work on his unit. To get those problems solved, he will have to go to the receiving com- pany. But a spokesman for The Clarkson Group said that purchasers will have to go to HUDAC for assistance. "That's what it's there for and they should satisfy people's needs." The reconstruction of the Whitby Psychiatric Hospital will not be completed until at least 1988, Whitby Town Council was told last week. Ontario Minister of Health Larry Grossman added that the project is not expected to begin until 1985, four years af- ter the originally an- nounced 1981 start-up date. "At least we know now what the decision is," Regional Councillor Tom Edwards said. "We didn't know any- thing up to this point." Edwards also said that the cost of thé pro- ject had gone up to $34 million from ,the original estimate of $28 million. The councillor had been unsuccessful in an attempt earlier this year to get the Durham Region District Health Council - of which he is also a member - to take up the matter of the reconstruction with then-Minister of Health Dennis Timbrell. When that body did not agree, Edwards took his case to Whitby Town Council who sent a letter to Grossman asking what the situation was. Edwards also told council that the district health council has esta- blished a committee to keep abreast of the situation under the chairmanship of Henry Pollack. Queen's Park f zii w-i By The Hon. In a previous report, I mentioned that I would continue to represent the interests of Durham West residents in this matter and keep you informed of current developments. I have met with or spoken with representatives of the "East Rouge Residents Against the Local Dumping of Radioactive_ Waste" on several oc- casions and I have indicated my support of this association. As Durham West's representative in the Ontario Legislature, I share with my constitu- ents a concern for the removal of this contaminated soil to a temporary disposal location at the Beare Landfill site. I have also discussed this matter with my colleague, the Minister of the Environment, who has indicated that the weight of medical opinion is very clear and the soil does not pose a threat to the health of the occupants of homes in the McClure Crescent area. There is, however, a concern that by leaving the soil in its present location, in close proximity to the houses, there is a potential for slightly elevated radiation doses to the inhabitants. The minister-has also indicated that the perma- nent disposal of the contaminated soil at the Beare Landfill site is not permissible under current regulations (even if the material were placed in a metal-lined concrete storage unit). In order to deal with the anxieties of the McClure Crescent resi- dents, it would be necessary for the soil to be removed. This brings us to the major issue - the location of a disposal site for radioactive waste. I cannot support the proposed transfer of the soil from the McClure Crescent area to the Beare Land- fill site for several reasons. - I am concerned about the uncertainty of the term "temporary" as it relates to the Beare Lan- dfill site; - I view the "temporary disposal site" as a stop- gap measure which will avoid dealing with the true issue - the location of a permanent disposal site for low level radioactive waste; - The responsibility for locating a permanent disposal site for radioactive waste is clearly the responsibility of the Federal Government; and, - The expense which would be incurred to move the soil to the "temporary" site is, in my view, a waste of money. It has recently come to my attention that Energy, Mines and Resources, Canada has established a committeewith the mandate to locate a permanent disposal site for hazardous waste products and I will continue to impress upon the Federal Government the need for such a site. Nevertheless, the situation regarding the radio- active soil on McClure Crescent is still facing us and a solution must be found. Selection of the Beare Landfill site has been op- posed by several local agencies which include: the Council of the Town of Pickering; the East Rouge Residents against the Local Dumping of Radio- active Waste and the Save the Rouge Valley System among others. Clearly, the issue of a storage site for radioactive material from the McClure Crescent has not been resolved, but be assured that I shall continue to convey the views held by my constituents in Durham West to my colleagues in the Provincial Government.
