JCL Telcom Corpora- tion is one of Whitby's newest additions to its business commumity.. Although the com-. pany only came into beingi 1977, JCL is already an acknow- ledged leader in the field of interconnecting telephone systems. The firm got its start when the Canada Radio Television and Tele- communications Com- mission (CRTC) ruled, that user-owned equip- ment could be hooked up to Bell Caniadas'stele- phone Uines throughout Ontario and Quebec. The company was started by J.C. LeBlanc, himself a former Bell employee. In fact, his first contract was cable installation for the communications giant. <JCL Telcom is the sales vehicle' for JCL Teleconnect Limited, both of which are 100 per cent Canadian owned companies whose sole business -is the design and provision of tele- phone communications systems. The Whitby office of the firm is managed by Ross Batten, who is famiiar to many local residents as the north ward representative on Whitby Town Council. In fact, LeBlane says Batten was the big rea- son why the company located its first branch office in Whitby. "We're here for the long termn, JCL's presi- dent says. "We're here to save a guy dollars. " According to leading financial experts, many businesses using a large number of telephones can save money through the purchasing of its own equipment. -LeBlanc adds that for many-- businesses the telephone is their "life's blood." " IWithout a telephone system they can't do business." 1He says- that his Com- pany will selI, design, install and maintain practically any tele- phone system. "We're a full service company," LeBlanc claims. In fact, JCL is 50 proud of its service record that they will pay a $50 per hour penalty if their service technician does 1flot appear to repair a customner's system at the agreed time. JCL also dlaims that they will have a techni- cian on the customner's premises within two hours of receivinig a cal should he experience a total system failure. However, while JCL provides aI these ser- vices, LeBlanc main- tains that he 'is not in competition with Bell Canada despite the fact that 20 of his 40 emn- ployees used to work for "ol' Ma Bell. " He also boasts that JCL hired the very best people it could find away from Bell, which has been known to offer promotions and salary hikes to these people to get them back into the fold. "Bell isn't really our competitor, " LeBlane says. "We're just in the. same market." Despite his admira- tion for Bell Canada, he does have somne criti- cisms of the virtual monopoly. "'They haven't been, providing the best of service, " LeBlane claims. "They haven't really responded. " But he is also, careful to point out that "they have always been there and they always will be there.
