A contract has been let for the construction of more boat slips, and thîs year should see the final levelling and planting of the parklnnd area around the harbour. On the negative side, thîs area wilI probable 'attralct a large number of Canada Geese'such as have made their presence known at Toronto Island and Ontario Place. Moving uptown, we shaîl see the commencement of construction for the new Whitby Tourist Infor- mation Centre to be located at the south-west corner of Burns and Brock Street South. You will recali that we had a tempornry trailer locnted there laet year, and this facillty was a huge success. Further up Brock Street you will note the passing of the South Sens mural on the side of 409 Brock Street South. My criticism of this mural attracted a large volume of comments from our citizenry, nnd I must admit that a significant proportion disagreed with my point of view. In fact, final judgement was handed down by one of our County Court Judges who indicated that the mural was a vast im- provement to the building. An appeni fromn this ruiing is still under consideration by those on coun- cil with good taste. At my Instigation, our sign by- law is being studied to examine the possibility of in- cluding wnll murais ln our definition of sign. The spring should also bring more people out to shop downtown. Those of you who have hibernated in enclosed walls ail winter wiil be piensantly sur- prised to discover the fascinating stores, quaiity nierchandise, and good personal service to be found downtown. This shopping area is slowly evolving to attract a different type of business from that of shopping centres, concentrnting on specialty items and unequnlied service. Further north, council has approved a new con- venience plaza at Brock Street and Manning Rond, lWitb construction to commence this year. Plans of subdivision have been approved between Manning and Rossland Ronds and it is possible that we wili see the start of new houses north of Rosslnnd bet- ween Garden and Anderson. As in 1981, Whltby will continue to be vital and growing lni 1982. To maintain our momentum, we need the heip and optimusm of the entfre town. The mayor also believes that if special legal council was retained, the budget would be substantially overspent. "I can assure you that if this motion camres, il will be over $100,000," hie cîaimed.
