The eight recommen- dations, authored by public works director Dick Kuwahara. cail for the service. to become a permanent part of the Town's operations. The first recommen- dation states the system remain in operation af-; ter the current contract with Charterways Limited expires in June, 1983 "subject to a favorable vote by elec- tors." .Kuwahara also recommended that the practice of leasing vehi- dles be examined, and that cost comparisons and cost benefits be pre- pared for the purchase of vehicies. Whiie counciliors seem to agree with the sentiment of these two recommendations, a legal opinion on them wil be sought, in an ef- fort to clarify whether or not a vote of the elec- torate is needed or ad- visable. Kuwahara - has estiniated the cost of ex- tending the service hours at $1,078.56 a week. This would bring the total cost of the sys- *tem to $24t960.79. He also, advised the committee that coundil has the right under the current contract to ask the operator to increase the frequency of service and to extend the hours for an experimental period of not less than one month and not more than six months'. "'After six months, and if the service is to be' continued, the town shail have the right te request the operator to revise the rates," the director said. III am currently working wlth the operators on deter- mining what the new rate should be. " While the towný will' not construct a new bus terminal at thîs time, the matter will be studied and a* tinie table will be, prepared. for when and where it will be built. However, the town wrnl ereet some bus shel- tefs. The number wil be discussed durmng the upcoming 1982 budget deliberations. Kuwahara said the town should» build 10 shelters at $2,000 each and that $2,5W( shouid be set aside for their main- tenance and care. "Service clubs or community organiza- tions may be willilng to contribute or ereet the shelters as a community projeet and thereby de- crease the capital ex- penditure, " he added. ,The town willnot pro'- vide service to the Oshawa Shopping Cen- tre "at this time but as part of the overali on- going studies and changes to the routing that this idea be kept under consideration."1 His- final recomm- endation, was that the town promote the use 0f the system through ad- vertising. In his report, Kuwa- hara indicated, that the- bus service 'was taking hold in the community and that more people are beginning to use it., ."The ridership is in- creasing as was noted in the iatest passenger count and there appears to be a general accept- ance of the service although it does not satisfy the needs of ail of the people," he said. 19. Their suggestions can be broken down into four categories: cancel the system and bring back the school buses; extend the service into the evenings and'week- ends; construct a bus terminal and shelters; and, rnake changes to the routing system and to the buses. Kuwahara flatly rejected the notion of cancelling the service to bring back school trans- portation. A petition from the Corridor Area Rate- payers Association requested. that the ser- vice be withdrawn- or reduced inthe Kendal- wood/Garrard Road area so that they could regain school bus ser- vice.
