Many politicians on both the local and regional levels have been angered by these re-assessments because they mean too great a juznp in tax in one year. According to testi- mony the two men and Timothy Serroul met at Koch's home about 3 p.rn. September 27 to work on their bikes. Over the course of the afternoon they drank a quantity of beer and took "acid" (LSD). While Mayor Bob At- tersley is not totally happy with the re- assessment, he knows of no other fair system to determine on what basis property taxes should be paid. "I feel sorry for those peole who got it 'bang,"' he said adding that the were riding had no headlights and the tree lined road no street- lights. "There was no speedo- meter on my bike, but I was in third gear, §o I was probably travelling at about 40 miles per hour. "Kevin was right beside. me. The Ministry of Revenue grants Up to $500 to each senior citizen to help off- set their property tax bill. "There's no alterna- tive and that's what the problem is," Attersley said. "If somebody could corne up with a better way (of assessing property tax), I'd be the first to support it."1 At the last meeting of Durham Regional Coun- cil, the region's eight mayors and Regional Chairman Gary Herrema agreed to seek a meeting with Durham West MPP and Ontario Minister of Revenue George Ashe to discuss the problem. While Ashe's ministry is responsible for pro- perty assessment, it is the municipality that levels the tax based on the property's assessed value. j.- At the same Urne, the Town of Whitby will in- vestigate the local situa- tion in an attempt to find out how, why and by what method the new assessments were arrived at. However, Ashe said last week that there is little his rninistry can do about the situation. "There is nothing we can do," he said. "We can't phase in assess- ment." Ashe said that the .goverment will not aid homeowners facing tax increases because of re- assessrnent. The new assessments apply to properties that have increased in value by more than $2,500, in- cluding the installation of garages, pools, recreation roorns or other improvements made duringthe last ten years. Ashe also maintains that the government is' conducting the re- assessrnent at the request of the munici- palities. "It's the rnunicipali. ties through their muni- cipal voice that are telling us to do it, " he claimed. "We (the provincial government) don't derive any revenue from it. " Attersley believes that while the purposeeof market value assess- ment is a good one, its implernentation causes problems.
