Don McKay TOWN CLERK R. Attersley MAYOR While councillors gave almost unanimous support to Herrema 's salary increase, they were divided on the sub- ject of their own. During the debate there arose basically two arguments: Durham councillors are already the highest paid in Ontario, therefore, no increase is needed; and politicians should be showing economic leadership anyways and that a good salary would attract high calibre candidates to seek municipal office as well as preventing the need1 SCHEDULE A-i TO BY-LAW NO. 1244-81 This ls Sohedulo "A-1" to By-Iaw 1244-81 passed by the CQun- cil of the Town of Whltby on the l4th day of September, A.D. 1981. Schedule 3 STATEMENT 0F CONFORMITY TO THE OFFICIAL PLAN FOR THE REGIONAL MUNICIPALITY 0F DURHAM 1, Mofeed Michael, the Chief Planning Off icer of The Regional Municipality of Durham, have reviewed By-law 1244-81 of the Town of Whitby. I amn of the opinion that this By-law is in conformity wlth the Officiai Plan in ef- fect for the Durham Planning Area. Dated this 23rd day of September, 1981. Dr. M. Michael, M.C.l.P. Commissioner of Planning year was defeated by a 15 to 14 margin with Chairman Gary Herrema breaking a tie. Newcastle Mayor Garnet Rickard, chair- man of the management committee who made the pay recommenda- tions, told councillors, "If it bothers you to take the money, you need flot."0 for councillors to give themselves politically unacceptable raises in the future such as hap- pened earlier this year when the House of Commons voted itself a 6o per cent salary hike. In speaking against the recommended five per cent increase for councillors, Councillor Ed Kolodzie (Oshawa), said that individual members could "show concern 1 for the current economic situation by rejecting any increase. He added that instead of taking the increase, councillors should "have to make an ad- justment in our life- style. ' Kolodzie was of the opinion that having high salaries for elected of- ficiais would turn elec- tions into "popularity contests" and would not address the issues of the day. His position was sup- ported to a certain ex- tent by another Oshawa councillor - Margaret Shaw. "We are not under- paid in the Region of Durham,". Shaw told. her colleagues adding that counicillors should take more of a leader- ship role in the com- munity. Shaw was also ex- tremely critical of those councillors who stili practise their professoin or vacation while ser- ving as elected officiais. "Two-thirds of you have other jobs, but you're coming in here for the almighty dollar and squeezing it out of the taxpayers," she said. Those supporting the five per cent ýraise called it a "mere token. " "it's not a rip or a yank at the public pur- se,") was Councillor Bruce McArthur's (Oshawa) opinion, "It's mere tokenism. " Councillor Alex Robertson (Pickering), said that councillors were "worth at least. five per cent" and that council had to deal with the issue not only for their own sakes but for the sakes of those who will make up future councils. 64you do not owe it to yourselves but to those who follow you,"1 he
