The concern is for those individuals discbarged from psychiatrie hospitals who have no alternative but to secure sub- standard and/or inap- propriate accommno- dation. This problem 0of inadequate bousing covers a wide range of vuinerable people in- cluding victims of abuse, alcobolies, children and youtb, ex- offenders, the physically bandicapped and the elderly. The problem is aggravated further by the provincial and municipal levels of gover-nment disagree- ing over wbo bas the responsibility for these individuals in the com- munity. Thus, people in need often go wanting, with- out viable institutional or comniunity living alternatives, witb no one in charge, and witbout enforced stan- dards. Kids love to use it to wash their bands, and the rougber surface of tbe bag scours out even the worst ground in dirt from little fingers. P.S .. ..it works great on grown-up bands toc.
