Costain Developments Ltd. wants to develop the area bounded by Rossland Road to the south, Gar- den Street on the west and a hydro right-of-way to the east. Costain announced last week that it wants to con- struet 911 single-family dwellings, 565 west of An-- derson Street and 346 east of Anderson Street.
