Society wants animal experiment review board Dear Sir: Every year in Canada thousands of animais used in research are sub- Jected to pain and distress. At the very least, they suf- fer mental distress; at worst, they en- dure agony and slow death. The common justification for in- flicting such suf- fering on animais is that the experimen- ts will eventually. result in "benefits to mankind." But how on earth can exposing dogs to massive doses of nuclear radiation, an expe·riment recently announced by Canada's Depar- tment of National Defence (DND), ever benefit mankind? Surely, under the circum- stances which would exist after a nuclear holocaust, there would be no one left to benefiti For the most part, the medical and scientific com- munities in Canada have tightened up considerably in recent years on ex- periments which subject animais to unnecessary pain and suffering. Twenty years ago there was very littie formal restriction on the use of animais in resear- ch. Today, although we have by no means reached a desirable level, most of Canada's univer- sities have animal care committees to review and monitor Agrees a cat bylaw needed experiments using animais. In Ontario, such experimentation must meet the requirements of the Animals for Research Act. The DND, however, has always assumed the right to do whatever it chooses in the interest of "national security." Thus we have the dog irradiation ex- periments. Sur.ely this kind of "idiot test" demonstrates the need for an in- dependent National Review Board of Animal Experimen- tation. It should comprise represen- tatives of the legitimate humane movement (ex- cluding, of course, the lunatic fringe), health organization- s, and other bodies with an interest in the overall problem. Such an in- dependent review board would be required to review ail experiments which propose to involve animais, and would have final say on whether such research would be allowed to proceed. The DND would be required to sub- mit its proposais to this review board in just the same way as any other resear- ch facility or establishment in Canada. I appreciate the dilemma such a board would face trying to "play God" in this controversial and h1 g h1y emotional field. It would require a very brave group of people to block ex- periments which might possibly produce a cure for cancer or some other dreadfui disease. But at least a review board would be able to eliminate stupid, frivolous and unnecessary animal experime.- ts, some of which are funded and conducted in Canada under the existing system. For example, do we really need to use animais to know that lead, when injected Into humans, may affect the libido of the male? I thoroughly agree with Lynda DenBoef's proposai that cats be gover- ned by the town by- laws in a similar manner as dogs. 1, too, have had problems with lan- dscaping, etc. being r u i n e d because people in the neighbourhood who own pets let them roam around freely. i have used the dog and cat repellent available on the market and tried several other supposed "home remedies" to discourage them away from my property but nothing seems to work. The cleaning up after these animais Is minor compared to the time and ex- pense involved in replacing shrubs and other plants and vegetables that have been killed by the animals' urine. It is very discouraging to spend hours keeping your property looking nice and taking pride in what you have accomplished only to have it destroyed by in- considerate and irresponsible pet owners.
