At its meeting last Wednesday, Durham Regional Council ap- proved a proposai by First City Developmen- ts Corporation Ltd. to turn Brooklin from a hamiet of 1,600 people into a town of 10,500 people. However, Regional Councillor John Aker (Oshawa) told a public gallery ful -f Brooklin residents that should the developer fail to put in the services, the region deflnitely will flot do so. Aker, chairman of the ccuncil's finance com- mittee, said that many of the councilors were under this impression. Many councillors said that approval of the project would mean that Durham has a "moral commitment" to extend the services if First City does flot. "There is no com- mitment, moral or otherwise, that the Region of Durham will build the services to Brooklin," Aker said adding that any coun- dilor who believes this is the case is an "$8 million fool. " (Eight million dollars is ýthe estimated cost of extending the water and sewer services to Brooklin.) The long-time regionai politician in- formed council that a proposai to extend sewers to Brooklin is "6not in any four year capital budget." Aker also attempted to make it clear to both council members and spectators in the public gallery that the region is not proposing to extend the services. "A developer is making a proposai to build them, " he said. As chairman of the finan'ce committee, Aker said that the region simply cannot af- ford to extend t.he ser- vices especially at the current high interest rate levels. "We'd build Port Whitby before we'd build that one," Aker said referring to the now tabled proposal f0 invest $2.6 million to construct the second phase of the Pringle Creek Corbett Creek Diversion Sewer. The $2.15 million let- ter of credit that First City will put out wouid only suffice to make im- provements to the village's present water and septic tank system and would be enough to construct the extension. In fact, Aker said that the letter of credit was "ia measure of good faith" on the part of Fir- st City and should the development not take place, the region is not relying on those funds to undertake any im- provements in the hanilet. "In no way are we counting on tha t money, " Aker said. The councillor was also quick to point out that "We (the region) have neyer propoeed to extend sewers to Brooklin." Aker's sentiments were echoed by another Oshawa member of the finance committee, Regional Councillor Doug Wilson who told council that "the region is providing no ser- vices. " However, Aker told council that if the First City proposai goes ahead as planned, it wil be a financial asset to the region. Not only will the project raise more revenue through property taxes but it will bring more water and sewer users on stream thereby using now idle capacity. "It's an asset, flot a liability to the Region of Durham," Aker said. He was adamant, however, that if First City fails to build the region will not be out-of- pocket. "We have no inten- tion, as a council, to put themn (water and sewer services) in," Aker said. "If First City defaults.. .we're back to where we started.
