Planning departmeflt staff members have said, and supporters of the project have agreed, that the "leap- frogging" developmeflt in front of regional coundil is contrary to standard plan- ning principies. Supporters of the scheme say that the developmnent of Brooklin will not only in- crease assessment and help keep user rates down but will use the now empty Whitby water supply plant. The $8 million facility, it is said, has so few users that it is shut down during the win- ter months. Regional Chairman Gary Herrema said last week that he expects the proposai to cause fierce debate on the council floor, however, he predicted that many coun- cillors wili accept the scheme because they ran election campaigns suppor- ting new development. If councillors accept the proposai, it could mark the end of seven years of debate at the town and the regional level over this project. Durham Regional Couxicil is expected to deal with the expansion of Brookiin at its meeting next week. Region rej ects airport Durham Regional Council has rejected a resolution calling for the construction of the always controversial Pickering Airport. Instead, councillors direc ted planning department staff to open talks with federal government officials to deterrnine a plan for the land's future use.
