PAGE 6, WEDNESDAY, APRIL 2), 1981, WHITBY FREE PRESS Husing report an indictment,ý Drumm tells coufl1 Planning Director Bob Short's report on housing in Whitby for elderly and disabled people on a fixed income was the cause of somne concern at Monday night's Whitby Town Council meeting. The report was prepared in response to a letter from Whitby Community Care who made allegations that somne people in the town are living in unsafe or substan- dard housing. (Community Care's position is profiled on pages 1 and 3 of today's edition.) East Ward Councillor Joe Drumm called the report and the letter "a real indic- tment against our property standards people." Drumm told council that he was flot aware of any such facilities being used and asked whether or flot a list of these houses could be prepared for council's con- sideration. He also expressed concern that these types of houses could be a fire hazard and if one ever broke out lives could be lost. Centre Ward Councillor Barry Evans called the situation a "dilemma. " He said that he had been approached by someone living in such accomn- modation who said that he "was afraid he was going to lose his place to live" if the house was condemned. Nights tii 9 prn Kinsmen Park on Chestnut Street was originally con- structed in 1949 and staff estimated that it would cost about $70,000 to bring it up to health department and property standards requirements. Staff had recommended that the facility be closed at the end of the 1981 season. In his report, Wayne DeVeau, the director of the parks and recreation depar- tment said that the pool had 64a long life span and will need many repairs soon to upgrade the facility to the town's standards." "It is not wise, in our opinion, to proceed with ex- penditures until the longer range of programming at the pool has been con- sidered, " he continued. Centre Ward Councillor Barry Evans said that the report was "too hasty in closing the door" on the pool. He told council that they should go to the community and seek funding for .a new pool in the area. DeVeau has estimated the cost of a ne* pool to be about $200,000 which could be fun- ded not only by the town and a community organization but with a Wintario grant. The Kinsmen Pool bas developed cracks allowing about a foot of water to be 1051 every two weeks. They were discovered during a recent study con- ducted by both the recreation and public works departments. Last year it was estimated that about 40 people used the pool every day. At last week's meeting of the operations committee, West Ward Councillor Joe Bugelli, its chairman, said that the pool had about five more usable years if the repairs were done and new cracks did not develop. Three members absent Monday night's meeting of Whitby Town Council seemed empty as three of its members were absent. Mayor Bob Attersley did not preside at the meeting as he is still recovering from emergency gaîl bladder surgery that he underwent almost two weeks ago.
