MARCII Il, 1981,WHITI3Y URIT PRFSS Town p as ses body rub parlor by-law Whitby Town Council has passed a bylaw to regulate the operation of body-rub and massage parlors in the town. the action was taken in response to police raids on the now-closed Crystal's Health Studio located at 409 Brock Street South. Those raids resulted in charges of keeping a com- mon bawdy house or being an inmate in a common bawdy house being laid against several different people. According to Attersley, the passed on the Mayor Bob bylaw was recommen- dation of the Durham Regional Police Force. Th~e bylaw makes provision for the town, police and medical off icer of health to review aIl licence applications. The bylaw also regulates the construc- tion and equipment of a body-rub parlor, hours of operation and provides for age restrictions. (No one under 18 can be admitted.) The bylaw will not allow a body-rub parlor to operate south of Rossland Road or in the hamlet of Brooklin. According to the staff report submiîtted with the bylaw, there are no body-rub parlors operating at present in the town of Whitby. Whîle the bylaw will not prevent the opening of a body-rub parlor, Attersley said "it would control it." Attersley also said that if the parlor was found to be a brothel, the town would have the authority to "close it Up" under the provisions of the bylaw. However, the mayor sees the bylaw as a deterrant (o those opening up body-rub parlors. "It is a deterrant for someone from opening Up," he said.
