BUGELLI West Ward Since this is my first opportunity to address the readers of the Whitby Free Press through this Council Colurnn, I would he remiss if I did flot acknowledge the efforts 0f the publisher and staff of this newspaper, to afford the people of Whitby a direct link with their elected representatives. This council has now been sitting for the past eight weeks or so and along with the normal day to day operational problems, we have ail been hard at work preparing the 1981 budget. Each councillor is assigned the responsibility by the Mayor, to act as chairman of a department. There are six departments: the clerk's department, (Councillor Ross Bat- ten, chairman); planning dpeartment,. (Councillor Gerry Emm, chairman); fire department, (Councilor Tom, Ed- wards, chairman); and parks & recreation department, of which I arn chairman. Among other things, our role as chairmen is to work along with the respective directors in establishing a budget that, with a minimum of impact to the taxpayer, provides the, level of service that we have all learned to expect. I would be misleadirig if I did not indicate that an increase in municipal taxes is necessary. The question to be determined is "Iby how much?" The kind of budget which adequatley reflects the necessary restraint and tgeSs into consideration the realities of inflat ion that affect a municipality the saine way it affects us all as individuals, takes time, careful scrutiny, study and effort. During the next two or three weeks your council will be meeting to make these decisions. While, as the saying goes, "the proof of the pudding ...",. I have the greatest confidence in my colleagues -- the ones you chose to represent you. I arn certain that this council will exercise the kind of responsible management and show the kind of leadership and sense of direction which other municipalities could well emulate when they establish their budgets. Some anonymous person once said, "Only two things 'are certain: death and taxes" Despite this certainty, most people dislike discussing these two unpopular subjects. I chose to write my first column on the unpopular subject of taxation for a reason. I believe it is imperative that an elec- ted officiai should neyer shy away from contentions issues, or take the easy way out by not addressing them head-on. You not only have the right, but also the respon- sibility as a good citizen, to familiarize yourself with the af- fairs of this town. I urge you to participated.
