Regional council rejeets bid to return salaries to their 1980 level By MICHAEL KNELL Free Press Staff Durham Regional Council rejected a movie by two of it's members to have their salaries reduced to the 1980 level. In a 15 to 14 recorded vote, council rejected a move by Regional Councillor Ed Kolodzie (Oshawa) and Scugog Mayor Jerry Taylor to return councillors' salaries to $12,980 a year. At the first meeting of regional council this month a bylaw was passed that in- creased salaries by seven per cent to $13,980. The increase in coun- cillors' salaries was recommended by the 1979-80 council's management comnittee. However, since the bylaws' passage, many councillors have said that they did not know what they were voting for. In speaking to the motion, Kolodzie said that "many of us misunderstood what wass being done." He also told council that it was his belief that most regional councillors are well paid at that level and that any increases should come from at the local level. In supporting Kolodzie's position, Taylor said that "-F- honestly believe that many councillors here voted not knowing what they voted on" and admitted that he too, was in that cateogry. Councillor Mike Ar- mstrong (Oshawa), told council that he would sup- port the reduction claiming that most regional politicians spend two-thirds of their time working at the local level. However, he stressed that council should "not make this a great political issue." The rookie councillor also suggested that councillors' salareis be fixed for a two- year period and determined in the second January of the council term. Regional Councillor Tom Edwards (Whitby) called the motion "offensive" and said that he would not sup- port it. "I would have more respect for the motion if the movers were more con- sistent," he said, adding that councillors should take the attitude that "if I wasn't (at a meeting), don't pay me." Edwards also told council that the salaries should be more attractive so that- "or- dinary men and women could run for office and not suffer" because of a possible cut in salary. The turning point in the debate came when Coun- cillor John McLaughlin (Oshawa) pointed out that members of Hamilton- Wentworth Regional Council voted themselves a 58 per cent raise ringing their stipend to $14,500 and then tieing it into the Consumer Price Index. He told council that it was the first time their counter- parts had voted themselves a raise in six years. Aside from their stipend, councillors are also paid at the local leVel being their average salary to about $20,000 a year. The chair- man of council's five stan- ding committees receive an extra $750 a year. Beginning on February p passengers using the Whitby Transit Service will be wat- ched for one week. Council accepted a recommendation from the town's public works depar- tment last Monday night whereby people, probably students will be hired for the week to keep track of where people get on and off the buses. The works department may even want employees to ask people how often they use the buses and when. The operation will be carried out with a $1,000 budget aletted for the work by council. "We've asked people to criticize the system, and because of that, we've made a few changes," said Mayor Bob Attersley. "Now we'll look at the whole system." Attersley said that the final report will show the system's financial state as well as providing a chance to recommend changes. It costs the town $600.34 a day td run the buses after daily fares and a provincial subsidy were added last November.
