Ma Bell may link Whitby with Toronto Bell Telephone sub- scribers in Whitby could find themselves paying a mon- thly bill of $20 if the com- pany introduces a toll-free dialing system between Whitby and Toronto. Bell Canada district manager Marline Veater told Whitby operations committee last week that if phone users want a direct dialing to Toronto, they will pay at least $11.90 a month more. A business phone would cost $51. With the current arrangement the average monthly phone bill in Whitby is $8.10 while in Ajax, which has a direct line to Metro, the average bill is $12.95. Veater said that Bell has studied the possibility of a direct line between Whitby and Toronto, however the proposal did not meet with one-criterion set up by the Canadian Radio-Television and Telecommunication Commission (CRTC). This criterion states that in order to set up extened area service, the two areas must be adjacent to each other. Whitby and Toronto ex- changes are separated by Ajax and Pickering. Veader said that it has been found that 60 per cent or more of Whitby customrs place one or more calls a month to the Toronto area. At present, any Whitby phone subscriber that wants a direct line to Toronto must purchase an Ajax line. Monthly costs for this ser- vice is $114.65 for a business and $86.45 for residence. She said that the average long distance charge from Whitby to Toronto is about 85 cents. Veater also told the operations committee that Whitby phone users may be the guinea pigs in a Bell Canada test program of- fering cheaper long distance phone rates. She said that she will discuss the possibility of in- cluding Whitby in the plan with company officials. The program, which would include nine telephone exchanges, would allow the subscriber to purchase a block of long-distance calling time at a discount. The testing will begin in the nine Ontario municipalities in the later part of 1981 and would con- tinue for one year. The town's operations committee recommended that council back Veater in her efforts to explore the possibility of having Whitby included in the test.
