DECEMBER 5 1979, WHITBY FREE PRESS Jail guards strik.eilegali .The guards at the Whitby County Jail walked off the Job Monday to back deman- ds for a separate bargaining unit within the Ontario Public Service Ernployees Union.(OPSEU)., The guards joined 3,000 of their fellows across theý province in the illegal strike, whic .h if the goverfiiient prosecutes, tbey could each face finesof up to $500à day for every day they areout.' OPSEU would receive a maximum, fi ne of $5,000, a day if prosecuted. Yesterday, Ontario Attor- ney Roy McMurtry said that if the strlklngguards do flot return to work witin a reasonable amount of timne, lie will prosecute.- Last week, Correctional Services Minister Gordon Walker refused to outline bis *ministry's plans in the case of a strike. Yesterday, jail assistant superintendent Chip Leutz said that the situation witbin the jail was "not too bad" and that they were operating under the normal routine with "sufficient personnel to keep everything gping." He, said that ap- proxiznately 85 prisoners at the jail have not changed their behavior patterns sin- ce the strike began and that nothing b as- changed for them5 441 have no idea" Wbhen the' strike will be over, he said. As stated previously, the guards are striking to back demnands for a separate bargaining unit within OP- SEU. They now negoeiate with the governinent'as a part of a 9,000 mrember categôry which includes maintenance workers, employées atý the psychiatric hospitals and in- stitutions for the mentally- retarded and schools for the handicapped. OPSEU is split into eight different .bargaiming catégories and wants the system'changed to include a nintb,- that of jail guards, workers in juvenile training schools and any other workers who have custody hand control of criminals. OPSEU has been seeking die change for the past five *year.' George McCague, the On- tro cabinet. minister responsible for civil-service negotiations said following a guard, demonstration at Queen's'-Park last week that be has proposed to OPSEU that the dispute be referred to an independant third par- ty for ajuclication and that both sides be bound by- the decision.
