Whitby « Newsmaker By MiCHAEL KNELL, WHITBY FREE PRESS, ENSA SEPTEMBER 19, 1979, PAGE 5, Walter Beath belieéves mi the Region of Durham JAMES WALTER BEATH CHAIRMAN OF THE REGION 0F DURHAM Hooker &- Sons "It is'for sharing."1 That is how J. Walter Beath describes the function of regional gb)vernment and Durham Region in parti- c ul1ar. Beath, 60, has been -the chairm an of, the regional council since JuIy 31, 1973 when he was appointed to the job by the Ontario govern- Beath believes that regio- nal goverument can fila useful role in the'everyday" lives of the taxpayer. By sharing, Beath means that under regional »govern- ment each of the eight muni- ,cipalities can share their> resources and pool' them together for the benefit 0f everyone in the area., The eight municipalities in the region are: Whitby, Oshawa,, Newcastle, Ajax,. Pickering, Brock, Uxbridge and Scugog. Beath said that the region' makes it easier for the midi- vîdual municipalities to get< together for joint projects. If Whitby'and Oshawa wanted to build a sewage treatment plant instead of each build- ing their own, they could get together and build a bigger and better one. But the most important function of regional govern- ment, Beath says, is plan- ning.. This is ensure that Oshawa7 does flot build a heavy industrial plant right next to a new Whitby housîng are pleased ,to announice. Beath says'that a lot of the projeets that municipalities need to undertake are costly and, thatif the towns make the joint effort, things might be a little cheaper. After the sewage treat- ment bas been built there is still the cost to t he taxpayer in the form 0f a user charge. But. this charge may be reduced over the, long run because 0f, the number 0f people using .it. Beath. said that the water plant, in. Whitby flot only serves this- community but Newcastle and Oshawa as well. " &Water, sewag e and waste is not paid by every tax- payer. Only the guy who has waer, sewage and waste pays for it," Beath says. Beath is concerned that people don't- understandthe region because they do not see everything that the region does. "They (the taxpayerý) can see a. pothole being fixed but they 'can't see an official plan,", Beath says. One of the most important functions of the region is longý term planning' and the co- ordination of planning from the individual municipalities Beath says. "If the region had not been formed, I submit to you that Ajax and Pickering would be part of Metro," Beath says. Beath says that the forma-- tion.0f the region pr evented the eastward expansion of Metro. But the' municipalities have suffered somewhat since the creation of the Tursda ria;Sepebr 02 Now, for people with a bigger hunger, there's a bigger burger. At a participating DAIRY QUEEN BRAZIER* store. lirazle Beath admits that, the town have less autonomy that they used ta. This is because the region took over many 0f their functions such as res- ponsibility for the police, planning social services and roads. The region is also limited in what it can do in many areaýs, Beath -says.,- The province --lays down level of service guidelines and the council must adhere to them, . therefore, a good part of their money is airea- dy spent wîhen it cornes time ta make Up the budget he says. But the region bas one good thing going for it.
