I amnbecorning more, O tta w a confident in this new role and àadetermined te be an effective O tta w à "legisiator and representative of your interests. To this end, the bi-weekJycolumn is -a means of keeping the constituency informed. of Parlimentary developmnents and, hopefully,. of elicitin g, some interesting feedback from you. R e p o rt Witha full complement of Hill and constituency staff handling the day to day business and a heavy case load,AI have. beenactive on several Government caucus committees as well >as atteîýdig to constituent problems thrýough discussion with Ministers and their departmental officiais. The new Govern- ment, too, has been.active over the summer developing policy positions ýand becoming accustomed. to adinnistering a large F e n n ll'sbureaucratie, machine -- quite a feat considering the changes iri F e n H srange and scope 1 of government operation ic-teP.slast held office in .196]By the way, the new Ministers have, been welrcie yterdprments, this beinga significant e step in developing an. effective working, relationship. ie e 0MgI anticipation of the new Parliament to be called-i n October, nmerouspolicy areas are being examined in.detail. A few -SMALL BUSINESS.< As a businessman, I know that smjall private -enterprise provides a source of vigorous comp etition land efficiency in the, market-place. Moreover, such undertakings are flexible, often establishing in areas avoided by large 'industry, and therby enhancing the local economy. The P.'C. Gvrn tis now, attempting te define more clearly what ought to.constitu te, the small business sector. In addition, ýwe -areIre >viewing and correctng some vague, inequitable policies which now serve to impede the effective operation of small business. PICKERING AIRPORT An u nequivocal decision on the future- of Pickering Airport is a foremost priority of mine. At present, we are faced ýwi thý> both a tense situation, between tenants and mangement at the' site 'and the conflicting goals of those who wish'to end'the a irport projeet for ail time and others who see Pickering as an alternative te future Malton expansion. While I have begun meetings with various offîcials and Federal Ministers on this matter, the Government is examlning the Toronto area airports question, trying to expedîte a solution favourable to the diverse. interests involved. Hopefully, by the faîl we may have a better indication of Pickering's status. ENERGY 1 have been particularly active lover the summer with the Government Caucus Committee on, ,Energy, our task being te prepare a policy'paper for Cabinet on, the means of energy * self-sufficîency' towards the'1990's. This proposal was a foremost plant in the P.C. election, platform and will indeed by implemented. I have full assurance that we can accomplish, this goal; miy only regret being that a critical assessment of our energy requirement.s was flot ýundertaken earlier. FOREIGH INVESTMENT REVIEW ACT: This piece of legislation, originally intended to m6bitor and ebb the f low 'f foreign.purchases of' Canadian companies, has been woefully ineffective and aà genuinebrntosoh market oëperations. In a recent letter- to the Minister of State for« International Trade, MchelWilson,- I -emphasized ihat if F.I.R.A. was going te permitcompanies to compote with Canadian manufacturers'and industry, we shou d either put teeèth into, the Act ýor- get rid of italtogether. Soon, after, the Minister 0fIndustry,,Trade and Commerce, Bob de Cotret, announced a fuil scale review 'of F.I.R.A.' through two investigations: one interdepartifental, the other public. The resuits of. these inquiries will have a significant bearing on F. .R.A.'s future. 1 encourage, and welcome y our comments on this column and on government performance in general..
