After hearing all the pros and cons of the traffic study ores'nted by David Babbs of Totten, Sim, Hubicki Associ- ates, the committee of Coun- cil referred the plans and proposals to the Operations Committee for further study. RESS s offered- Street on the north, Ontario Street on the south and Centre and Hickery Streets on the west and east of the town core. - Mr. Babbs presented both a long-term or 10-year solu- tion to the problems and a short-term or about five- year solution to the traffic problems confronting the downtown core . The short-term improve- ment would be to eliminate parking on Dundas Street for a distance of about 100 feet, on each approach and exit roadway, to the intersec- tions, eliminate on-street parking on north side of Dundas Street in the block from Brock Street to Byron Street and repaint the exist- ing traffic signals atstandard traffic yellow in the Four Corners area. This would help to elimi- nate the numerous angle accidents occurring in the Four Corners area of the Town. The.Ministry of Transpor- tation and Communications has indicated that traffic signal lights are. warranted at the Dundas and Byron Street intersection. Mr. Ba bb said if the traffic Mr. Babb said if the traffic I - -no parking or one-wa streets lights are installed "at Dundas and Byron Streets it would minimize most of the motor vehicle accidents that have occurred at this inter- section." He suggested the elimina- tion Of left turns from Dun- das Street onto Green Street and the eiection of traffic signal lights at the Dundas and Perry Street intersec- tion. This solution could be done within a year but Mr. Babbs said if the problem contin- ues, then it would be neces- sary to realign Green Street. This would mean. that one would have to redevelop the whoie block to make'it feas- ible. The realignment, exclud- ing the cost of the properties on Green Street, would cost the Town $75,000 with an overall cost of $137,000 when the cost of properties is being included in the rebuilding and changing the line of, Green Street further to the east as it intersects Dundas Street. The 10-year plan or long- term improvement included such proposais as between 1985 and 1990 making Dundas Street into a six lane high- way, but Mr. Babbs himself thought this would be an unwelcome suguestion. Mayor Jim Gartshore inter rupted the presented sug- gestion of a six lane highway in the four corners area by saying "no way. No way, is anyone going to make Dun- das Street or any other street in Town a six lane street." Mr. Babbs then said that the solutions would be coming down to a "one way street system for the Town and that swouldprovide the most practical means of sol- ving the problem on Dundas Street if the Town will be keeping the Four Corners and the Business centre where it is now:" The proposa of a one-way street system for Whitby brought forth a storm of protes and disapproval from the Council members. The one-way street system would provide an east-west street system in the Town. For example Dundas Street would be a one-way street for westbound traffic and Col- borne Street would provide the one-way street for east- bound traffic, from Francis Street to Hickory Street. It would mean that there would be a "rebuilding of Colborne Street to bring it up to Arterial Road standards." If this was done it would cost $860,000 excluding the cost of the properties in the area. But Mr. Babbs, ai- though he put this forth as a solution, said, "it is not warranted today, although it does solve problems." It was pointed out by sev- eral members of the Council that the connecting link agreement with the Province would .not be extended to Colborne Street. If Dundas Street was made into a one-way street the Town could end up with no business area. "The one-way system would solve the problems but at a very high cost." The question is do you really want it that way," Mr. Babbs asked. Mayor Gart- shore pointed out that, "iL would simply allow people to get to the Shopping Centre and back home. Are we building a Town to mnove people through or one to get them to stay awhile?" Councillor Bob Attersley who owns a business in the study area said it was "ridi- culous." He had talked with merchants, and to the businessmen downtown, one-way streets don't do any- thing for them. "The implementation of one way streets wouldn't do anything for Whitby. It is just to move people through the Town and the business people wold be left, and it wouldn't do a thing for them," said Councillor Attersley. Afternoon Guild meets The Afternoon Guild of All Saint's Anglican Church held its monthly meeting March 13 at 2 p.m. in the parish hall.
