He said that "33 per cent of the acreage is owned by people living outside of the municipality and majority of these people are developers. To'support developers living outside of the municipality is appalling. Here we are now exempting them from pay- ing for street lighting." . Mayor Jim Gartshore pointed out the real defini- tion is that the land exemp- ted fron street lighting purposes must be in opera- tion for farming purposes and farming purposes only. "It is only the lands held for farm purposes that are being exempted from the Council extends Harbor Street The Towfi Council passed the by-law authorizing the dedication and assuming of approximately 25 feet of land on Harbour Street as a public highway, last week. This was done in order to provide proper access to the water pumping station. There are provisions in The Municipal Act which permit the Council to. enact the necessary by-law providing for the extension of Harbour Street. Due to the passing of the Regional Municipality of Durham Act, the Region as- sumed responsibilities for sewer and water services. In Sëptember 1978, among the properties tranferred to the Region's ownership was the Harbor Street Pumping Sta- tion sitelocated at the very south limit of Harbor Street. It is considered appropriate by the Town Officials and Council that Harbor Street by extended for approxi- mately 25 feet in a southerly direction, in order to provide public access to the pumping station. street lighting," he said. Councillor Gerry Emm pointed out that the farm exemption is a practice under the Assessment Act and not how a person uses the land. He was "a little disap- pointed as there are a few less farmers in the area. We Liquor. concernr There are two new restau- rants opening up in Whitby in the near future. The Council recently received letters of application for liquor licen- ses for these restaurants and Councillor Joe Drumm raised several questions. He asked if one of the Liquor License applications carne from the restaurant óperator that will be opening at 121 Green Street and was told that he was correct. Councillor Drumm then asked "can this license be changed from a dining room license to an entertainment license. If 'this license is granted now will they have to come back to Council?" Councillor Bob Carson replied there is a complete new procedure set out re- cently by the Ontario Liquor Control Board. The letters to Council are for information purposes and a matter of Mayor praises Jaycettes for their civic interest Mayor Jim Gartshore auring the last regular meeting of Council acknowledged a group of 10 ladies in the audience, members of the Whitby Jaycettes. He said the Council was honoured by their presence and interest in civic affairs. Mayor Gartshore expres- sed the hope that other ser- vice clubs and civic minded groups -.would attend the Council'meetings. "We are honoured by the presence of these ladies who are part of a very active and civic mirided organization," he said. As the Council began the business at hand Mayor Gartshore stopped proce- dure for a few moments and explained, for the benefit, of both the representatives of the Jaycettes and the Cable TV listeners what was being done. He explained the fact'that there are copies of the agenda available for those attending the meetings and for the members of the press. The agendas assist the Council members, the press and audience in knowing what is actually under dis- cussion at any given particu- lar time. Then he had Coun- cil continue with the work at hand. During the discussion on new business at the regular meeting of Council last week il was brought to the Coun- cil's attention by Councillor Gerry Emm that questions have been raised about the Twinning with Longueuil. He said that the matter of Whitby Twinning with Long- ueuil was brought forth at a recent Committee meeting by a member of the press. He went on to say that, "as far as we know we are twinning with Longueuil this year. We have received a letter from the Mayor of Longueuil and it stated, they "are looking forward" to it." The dates for the twinning event this year are "not finalized as yet," said Coun- cillor Emm. "But we are certainly going ahead with the plans for twinning. It will be a great twinning year." Several members of Coun- cil, Mayor Jim Gartshore and Clerk Administrator Bill Wallace all agreed that they are looking forward to the twinning event and predict a 'great twinning year" with Whitby's sister municipality in Quebec. can't say when there will be no farm lands in operation in this area." Referring to the land under discussion, Councillor Joe Drumm said "eventually this land is going out of operation, then we will have to look elsewhere for food supplies or starve." lcences ï coirrd courtesy.
