(In somne parts of the country, it may eveua rank as stop-the-press news.) But it's true. Bureaucrats and politi- cdans are not stupid.. Unfortunatelythose same buseaucats and politicians are often petty, jealous and more concerned with pro- tecting their own little ad- ministrative kingdomns than with doingwhatever happens to b. best for Canadians in general at that momnent This, in titra, mices the bureau- crats and politicians appear stupader tlaan as actuafly the case. Aiber- taus generally ke, other Ca- nadians., British Columbians love Nova ScotianS.ý But re- lations between the'provin-. cial and federal government are almost. unanimouuly un-4 healthy.- And Canadians at large-are paiying a heavy prîce for this political intrigue. A quick explanation of one aspect of Canadian tax law wili illustrate the nature and cost of this administra- tive empire-building. In, 1914,- Ottawa intro- duced a manufacturers'-sales tax to rais. money. The tax applies to goods as they leave 1the manufacturers hands and it does bring in a gret deul of money every year. But it is not agood tax. For instance, some manu- facturers include delivery costs in their price; others' don't. The manufacturer$' who include delivery must charge the federal tax on the delivery cost. The other mari- ufacturers get to ship the goods tax-free. So some nmufactuirera pay higher taxes than others pay. There's a lengthy list of other probleans associated ment doesn't want to give the provinces collection powers - so the coosumer TiAO TU THE GOOD COMPANIONS SENIORS' CLUB would like ta thank Jlm Speers and ' Dodd & >Sauter for provicling a much appreci.ated,,stand for aur musical director. Minity Of Glü wlliwlllVI Ofilum SOmetime soon, Ottawa will try to replace the manu- facturera' sales tax with a wholesale sales tax. The new <tax is barely better than mani- ufacturera' tax and is definite-, ly inferiorto a, ret ail tax. However, Ottawa wilI still b. able to coileet the money directly - and that's ail that matters in Ottawa. Stupid, no. Dishonourable and petty, definltely. This isn't good gomerment; this is bureaucratic tyrany. Cana- da deseres better admii- strators - and a federal retail sales tax.
