WEDNESDAY, APRIL 5, 1978, WIIJTBY FREE PRESS The Federal Government recently annouïiced Regulations w,ýhich will corne into effect with the new Immigration Act on April i th. The Act. and Regulations tie immigration to Canadian labour rndtrket needs through changes in selection criteria and the establishment of a closer working arrange- ,ment with the provinces. Three' of the groups that will be especially affected by the changes are refugees, foreign. students, and foreigners wishing to work in' Canada., I arn extrernely pleased that the new Regulations expand, on the refugeeproisins in the Act by establishing a refugee spnosip programme. Canadian groups and raiain will b e ale to assist the- admission ,and resettiemnent, of re fugees and other persecuted and displaced people. One.of the major factors in determining whether or not a refugee will be adiîtted to Canada is the prospects forsuccessfiil settlement of the'individual. Under this new programme, sponsoring groups will be able to facilitate the1 entry and 'adaptation of such persons by providing immediate material 0 assistance sùch as food, clothing and accomodation, as well as longer-term moral sùpport in the form of counselling and 9 orientation to Canadian life, and individual care and atten- ,e tion that cannot be given through governiment services. The provisions governing students reflect the desire of the provinces to have foreign students rneet all the requirements for acceptance at an institution of learnîng before coming to Canada. Undeeiiew provisiions in the Regulations, foreign student s will not be permidtted to change either their course of study or the institution they attend without govçrnment authorizaion. Visitors intending to work temporanily in Canada will be particularly affected by the new Regulations. As of Apnil lOth these. people wilI have to obtain their employment authorizations from a Caiiadiangovernment office abroad before they will be admitted. At the moment temporary >workers from other countries can come to Canada without >examination at our offices abroad, obtain entry as tourists, and, then apply to' change their status once employrnent lias been arranged. As a result there are rnany visitors in Canada seeking work at a time when ernployment opportunities for Canadians are in short supply. I firmly believe that em- ployers shdiuld make jobs available to Canadians and per- manent residents first, before béing allowed to recruit foreign workers through a Caniadian Manpower Centre. Requining that authorizations and visas for foreign workers be issued abroad will resuit in better functioning of the labour market. I feel that Canada's new Immigration Act and Regulations will bring our immigration poicy and programmes up-to-date with the realities and attitudes of modemn-day Canada. LEVI.
