by Norm Mealirig If you read this columin last week, you wiil know that 1 indicated my intention to write extensiveIW on> the subject of the provincial election. This is not to imply that other items* will be excluded, but, for the next four weeks, the -column's focus will be the issues, both local and provincial, that might be taken into account by ail of us who will vote on September 18th. In each issue prior to the election, the Free Press wil give the candidates from the three main parties the opport- unfiy to outline their perception of the important issues. Hopefully, thvey will read this colurnn, and react to rny comments. For my part, I will watch their statements with interest, and, in turn, react to what they say. Having thus set the format. let me lay out issue numiber one for you - the highirises! Now, before you groan, and turn off, let me explain why 1 feel this is an issue in the provincial election. Firstly, the low-interest provincial funding would appear to be essential to the development. Remove the money, andyou conceivably could stop the developrnent. Secondly, at the present tirne onfly the town is attemtping to corne to grips with the problem, and, provincial influence must be brought to bear on tie pro- blem. Thirdly, tie funding of the development by the provi nce goes directly against the wishes of the town. There would appear little doubt that the biggest stumbi- ing block to a satisfactory resolution of this problemi is the province's refusaI to reverse its decision. Des Newman's opposition to the developmnent is well-known, and one assumnes that hie wil continue the fighit shotild he go to Queen's Park. Since we deserve a representative at Queen's Park who will act on our behaîf, and in support of our intêrests, Mr. Newman should reaffirm his opposition to the development, and Messrs. Pilkington (P.C.') and God- frey (N.D.P.) should make their views known to ail Whitby residents before Septemiber l8th. A second issue is education, and, in order to give you a feel for the importance of education in thiis election, let me put forth some financial information. In the Region of' Durham, the estimated cost for 1975 of elemnentary and secondary education is approxirnately 63 million dollars. 0f this total the province pays about 42 million dollars or 67%. 0f the 63 million dollars, ab*ut 80%7 goes for salaries including teachers. The Liberal Party platform criticizes these costs, calling them 'excessive. Yet, at the same turne, they promise to increase the provincial share to 80111, which, if put into effect, would cost the provincial taxpayer an additional 500 to 600 million dollars annually. The Liberal party hai aiso promised to remove the provincial education spending ceilings, the only real limit on the year to year growth in educational spending. Since most school boards have con- sistently spent to these limits, one lias to wonder how the removal of ceilings will reduce the cost of education. The Liberals strike a more responsive chord among the people when they promise a return to quality education, a return to more structure and less foee-form. However, some of the changes of the last few years, such as more emphasis on the traditional 3R's in elementary school, and more compulsory subjects in high school, would seem to pre- empt the Liberal promises. Clearly, some clarification from ail threc candidates is required. We deserve to hear fromn ther nQT the two sides of the educational question, cost and quality, if we are to make an informed choice on the l8th of September.
