WHIIT13Y FREE PRESS, WEDNESDAY, JULY 23, 1976, PAGE 3 Develupment direetor, or Industrial coordin ator.? Forbes 'Doc' McEwen out- llned bis duties as Whitby's Director of Developmient at a recent Chanmber of Coin- merce meeting.a "I would flrst of ail like to explain iny, involvement in industrial development'. With the formation of regional governinent, the responsibil- ity -for indcustrial develop- ment and the authority, for purchasing indlustrial land was given to'the region. Thé last four ,regional- govern- ments formed on January 1, 1974,, are the -only regions that have, been given this authority and therefore no previous, experience is avail- able," he pointed out. Do)cc said "I see my' job mot as Director of Develop- ment but as -Indust rial Co- ordinator. The 'Town of Wlhitby has five-developmeht' agreernents with flive land owners on Thickson Road South 'which *W' esgned prior to the regioni being formed. These developers must obtain council's appro- val of landscaping plans and outside building materials for every industrial building. In this way we maintain the quality of the inidustrial developmnent that is apparent in Whitby Industrial Park. 1 provide the liason in obtain- ing theïr approvals" "I work, very closely with the. planning staff and the building departrnent in shepherding industrial plans through our bureaucracy. Eveiy -iridustrial plant 're- quires- fire department approval,- espýecially in fire routes for nerial ladders. Wherever snags occur in obtaining an indýjstrial buld- ing, permit, 1 flnd that' the developer turns 'to me for assistance. By- pr'oviding a miember of staff to aid In- dustrial developers, we !i- prove our public' relations with the developer," Mr. McEwens feels. He added that "the Town of Whitby also owns approx- imately 25 acres of industrial land'and 1 arn responsible for its sale to industrial users". "Thfe region have hired four industrial officers and one is responsible -for theý Town of Whitby. He is hîred by the region and wiII take direction from the, local c ouncil. J provide this person with local liason. Our other departments. respond better to me than, they do to a region employee. It's frankly regional employee. It regional employee. lt's frank- ly on organization structure that you wouldn't find in private enterprise," Mr. Mc- Ewen believes. "I want tobe clear that in no way is my task the sanie as that formerly done by Wes Winter with the aid of a fulîtime secretary. 1 answer industrial inquiries work with the region, sel Town-owned property and provide municipal liason. Even at that 1 find 1 spend 50 percent of my time on industrial matters. If it's a Town bylaw effecting indus- txy then I amn involved," he feels.
