T his was castie, the Northumberland Board would be reduced to an enviable unit. Therefore with the region's expenditure of approximately a quarter of a million annually to develop industry ini the regiOn, any success 'in Newcastle will aid the school taxpayers* of Cobourg, Port Hope, without any contribution. Newcastle of course, can argue that any industrial development in the rest of Durham does not aid their school taxes. Newcastle pays about 12 percent of the cost of industrial, develop- ment and should likely re- ceive 12 percent of the indus- trial growth. 1 don't think Durham taxpayers are happy aiding the school taxpayers of Port Hope and Cobourg." "Thfie most recent legal opinion 1 haveread from the reglon suggests that if any local -,municipality -seils industrial l'and *which it bought prior to the region, with a re-purchase clause if the industrial firms plans do >flot materialize, then the repossessiori or re-acquiring of the land after regional gov- erniment must be donçby the region. The local municipal- ity does flot have authority to acquire indiistrial land. This means that 'the local municipality must be very careful when it selîs industrial land as it cannot reposes to protect future speculation on the land," he saiçi. It is my experience that industry relates to the munic- ipality in which it is located," he claimed. "When there is a down- tumn in the automobile indus- try its the Mayors of Oshawa, Mississauga and Windsor who corne together to bring the problern to the attention of the appropriate government, not-he Regional Chairmnan." "When Firestone warlt to change the. name of their new company, it becornes Whitby Tire Company as. they asso- ciate themselves with the municipality in which they are located". "When Lasco wants to be- corne involved in its commun- ity, it donates $25,000 for tennis courts at Hutchison Park. lndustry wants to be good corporate citizens in its own community. Thie pro- blem is that the local munici- pality Idoes neot i, h ave authority in industrial devel- opment and cannot respond in aid of industrial develop- ment," he said. &'l suspect one reason for industrial development at the regional level is -to reduce the competition for industrial development between local municipalities. 1 have to think tat the best way of marketing a product is on a' competitive basis otherwise quality diminîshes. Since in- dustrial development is a strong contributor to the improvement of the finances, of local government, tiiere always wMl be competit ion in one way or another for indus- trial growth.' Local taxes stil represent 35 percent of al taxes, collected and with sewer and water on a regional charge-back the percentage is over 50 percent. If the pro- vince were to change -the rules so that ail municipalities expenses shared in industrial- taxes, then you would have a situation where no one would w ant industrial zoning near them. You wouldn't create many jobs with that attitude", he feels. "With industrial develop- ment at the regional level, Îlhen the control of one of the financial bases of the local mnunicipality is also at the regional level," Mr. McEwen believes. "'One of the difficulties the region has in- buying industrial' land' is deciding which municipality or rnunic- ipalities to purchase the land. Oshawa has over 1,000 indus- trial acres and would pay 43 percent cost of any purchase in any municipality if the land was purchased on a regional basis.
