Mayor Des Newman told the Free Press "I think it's vastly unfair to the point of being dammed indecenît." He poin'ted out that about 30% of the résidents of these homes in Durhamn Region do pay their own way, and hence this provincial man- date will have "a tremendous impact on this region."I "The problem in my opin- ion is very. serious," Mayor Newman said.
