EXTENSION 0F RENT- FREE PERIOD (LICENCES 0F OCCUPATION) In March, the Honourable Sidney B. Handleman, Minis- ter of Housing announced that in response to resident concern over the January 2, 1975 termination date, the Province had decided to ex- tend the term of the rent-free licences to June 30, 1975. . The new licences are now being preapred and ail lic- ence holders will be contacted soon regarding renewal. In t he maritime a num- ber of queries have been raîsed about two matters: (1) insurance; and (2) har- ~ .vesting of crops alfter the June 30, 1975 termination date. INSURANCE Licencees should have pro- tection for their option rights to buy back homes and properties if they are found to b e compatible wîh thc Plan for North Pickering. There was some question whether existing licenccs rec- ognized that licencees had an insurable intercst. Now a mechanism has been set up to ensure that licencees will have such an interest by providing clauses ini the new licences to provide a 'contract insu rance in teres i For their own protection, licencees shouid îtîke up this provision.- The new licences will in- clude clauses related to fire and extcndcd coverage re- quiring licencees bo obtain insurance on ail building and fixtures "against loss or dam- - 4~rù age by,,fire, lightning and IVJnder the agreement, pro- ceeds from any dlaim would be paid to the Province which, in. turn, would be required to "cause ail mon ies received .. ..... obe paid out in "re- building and reinstating" the premises to their former con- dition to the extent that "6said insurance money shall permit". In addition to the above, licencees should protec t them- selves by obtaining insurance for contents and for third party iability. CROP HARVESTING Concern has been express- cd, by area farmners that the June 30, 1975 termination date woul d imply tha t crops planted in the Spring migh t not be harvested. The Project wishcs to as- sure aIl those who intend to plant crops in the Spring of 1975 that their interests will be recognized and that they will bc able to harvest ail crops. The reasons for this de- cision are that existing owners in thc hamlets and Open Space Sy stem know that liey have a basic commitment as to future land use around them. ABANDONMENT 0F EX- PROPRIAT ION Following the January 10 annouineement, of a new ap- proach to the North Pickering Project and -thé décision ho retain the hamlets of White- vale,Locusî I-Hill Cherrywood, Martin's Subdivision, and 8,000 acres of open space on the west and sou 1h péri- phe ry of the planning area, the Province said it would consider furthcr exclusion from expropriation of mndiv- îdul poprtisadjacent ho thehafes and the Open Space System. Siuîce that lime, 34 appli1c- ations for abandonmient have been reccived. To date, ab- andonment of expropriation has been approved for six. Each met the necessary con- ditions of being Iocated ad- jacent to the hamliets or the Open Space Systrm, or have been designated as architec- turally or historically signif- icant structures. ln addition, the Province has abandoned expropriation compulsion on these owners to seli, although the Province has agerieed to enter negotia- tion with any owner who wishes to do so. Owners also have the opportunity to neg- otiate now and complete thie sale at their convenience at any time up to completion of the Plan for Nortf Pick- ering. If settlement cannot be'reache d by nego tiation, the Province h as agreed, in principle, to, the arbitraton~ of value. Owners eau also buy-back the residential por- tion of the properties If' found to be compatible wlth the Plan. PROPERTY MAINTENANCE. Efforts to strengthen. ef- fective maintenance of homes and groperties on' site are no'eing stepped up as part of the Project s programme to ensure that provincially- owned properties are put to best use, are well-maintained and kept in good state of repairs. Because of concern over possible vandalism and lack of adequate up-keep propcrty maintenance staff are attem- pting to contact former own- crs of vacant properties which wcre expropriated to acquire the right of access so that buildings and land can be properly Iooked af ber. The Project is also inibiating action to take early possess- ion of vacant lands. LOCAL STUDENTrS COM- PRISE CLEAN-UP PATROL of Reesorý Mennonite Church and Zion United Church, each of which has provided 'an important 'social .dimension to the North Pickoeringarea over the years. Earlier the Minister an- nouqced that the area known, as Cherry wood East wouLd be preserved. The décision folilowed meetings between affected residents and mom- biers of the Project Teurn.
