The following is backgr- ound information on the structure and function of the Provincial Council of the ONDP. The Provincial Council of the Ontario N.D.P. was es- tablished in 1961, the year the new party was formed, and was really a continuation of the Provincial Council of the Ontario C.C.F. Council is the governing body of the Ontario N.D.P. between biennial conventions and as such is responsible for both over-seeing the admin- istration of the Party and developing ongoing policy. Council generally meets four times a year (once every three months) and at least two of its meetings are held outside Toronto. Membership of the Pro- vincial Council is established by the Party's Constitution and includes members of the Provincial Executive (28 at present); two members elect- ed by Provincial Caucus; two members elected from Feder- ai Caucus representing Ont- ario ridings; one member of each provincial constituency association of up to 300 members and an additional. member for each further 300 members or fraction thereof elected by their association to sit on Council; the presi- dent or vice-president of eacli recognized area council (area councils are composed of groups of constutuencies); eight members elected by the New Democratic Party Youth; and one member from each affiliated local or group- ing of affiliated unions with a paid-up affiliated member- ship in Ontario of 500 or more members. Council cur- rently has 325 members. Each organization entiti- ed to a delegate to Council is also entitled to an altern- ate who has full rights in the absence of the regular delegate. The.-Provincial Leader is an Officer of the Party and as such is a member of both Provincial Executive and Pro- vincial Council. The Leader and represent- atives of the Caucus report to each meeting of Provincial Council, outlining their activ- ities during the preceding three months. Meetings of Provincial Co- uncil are always open to members of the Party almost always open to the news media. HeQat Fund Extended Licence Renewal Hours The Ministry of Transport. ation and Communications has announced extended ho- urs for certain licence issuing offices in the province. The office located at 67 Thornton Road, South in Oshawa will be open to assist motorists who have not yet applied for their 1974 car registration on Saturday, Feb. 16th and Saturday, Feb. 23 from 8:30 a.m. until 5:00 p.m. The Whitby office at Donald Travel, 102 Brock St., South, Whitby will be open from 9:00 a.m. until 5:00 p.m. Those applying for renew- al will be asked to fill out an insurance form, and present it along with their ownership permit and fee. Validation stickers are iss- ued along with conplete in- structions as to the method, of applying to the plate. Car licence renewal stick- ers have been available since December 1, 1973 and the deadline is midnight, Thurs- day, February 28. As in 1973, the fees are $23 for a 4-cylinder car; $32 for 6-cylinders; $40 for an 8-cylinder vehicle; $15 for motorcycles and $5 for trail- ers. Local Employment Conditions The number of clients registered for employment at Canada Manpower Centres in Oshawa and Ajax increased during the month of January, which is normal for this time of year. Total registrations for both centres included 2206 males and 2375 female clients. Winter weather conditions curtailed agricultural and con- struction activities resulting in fewer vacancies listed by area employers. Periodic lay-offs in the automobile and feeder indus- tries contributed to the num- ber of persons seeking em- ployment with decreased job opportunities in the manu- facturing field. Other local industries generally maintain- ed regular production sched- ules. A total of 557 persons were placed in employment during the month. The majority of these were plac- ed in metal febricating, retail trade, communication and personal service occupations. The supply of qualified persons to meet employer requirements was generally adequate, although some sh- ortages occured in the follow. ing occupations - bookkeep- ers, accountants, registered nursing assistants, salesper. sons, service station attend- ants, cooks, waitresses, hair- dressers, janitors, screw ma- chine set up operators, T.V. repairmen, cabinet makers, motor vehicle mechanics, pl- ant maintenance men and stationary engineers.
