None of those things would have been eco- nomically feasible for the creators, the pro- ducers, the manufacturers to introduce without the impetus and the sales continuity made possible by advertising. Postmaster Generai, Andre Oucilette, was upset and told his colleagues so. "We've banned advertising and we've just thrown away about $50 million in revenues from direct mail," he said. "As a matter of fact, the incongruity of this whole bloodything is that we've been telling Canadians about the $50 million and the jobs it creates in a series of advertisements in Time magazine." Members of the cabinet were subdued - especially when they had to approve an imme- diate increase in postage for first-class mail from eight cents to 12 cenits to cover the deficit. A few agencies weren't particularly bothered by the advertising ban. Bud Drury, Treasury Board Boss, told the PM that in some communities food prices were actually rising. Without the food ads shouting competitive prices, the supermarket operators could ease the price up a little here and there because people couldn't compare prices in the papers. They formed a ministry of the suppression of advertising. 'The debate began: what is advertising? They had a representation from Health Minister Marc Lalonde. They were ad- vertising that cigarette smoking is harmful to the health. The Ministry ruled that you had to take the bail with the good and cancelled the campaign. Deodorants were eliminated. (Aftèr two days, they were re-instated as a cultural necessity.) Labor Minister John Monro had a liue-up of delegations wa.iting to see him. First came spokesmen for the Papermakers' Union. "Our industry employes and supports the families of about 75,000 Canadians", he said. "We were hurt years ago when TV came on the scene and killed hundreds of newspapers ail over North America - there used to be 10 in New York alone and now there are three. The Telegram was kilied in Toronto, too, and lots of papers died in Britain- papers using our products. Now, you've just about des- troyed our industry and most of our jobs.
