But the raison d'etre of the WHITB"r C I Ti ZENS STUDY GROUP i s a dipl o- m at ic rather t ha n undermining one - further strengthened by a guarantee that they are not bent on antagoni zing or un- duly criticizing town council or its ad- ministrative body. Rather than antagonizing, the Whitby Ci t izens Study Group will1 offer council1 p r emeditated assistance in such areas as financing, regional government and future requirements. At t h e moment, o n e of the group's sub-committees is studying the munici- pal bui lding complex; a subsequent letter h a s been sent ta t h e Mayor and Town Council requesting an audience , at which time the committee hopes to pre- sent viable al ternatives ta the proposed m u nicipal complex, pol ice and 1library bui ldings.
