representative as mayor or regional councillor and on down the line Under ordinary and usual cir cumstances where a vacancy in the elected municipal office occurs at the local or regional level the still yet to run before the next regular election for regional chairman will take place in January Council may well perceive that this unique situation calls for a special approach and might consider
