OTTAWA REPORT If HP Sime There is an apparent rift in the Trudeau cabinet as to when wage and price controls should be ended The prime minister has stated It would be folly just to remove controls without any kind of agreement from the main decisionmakers in the economy on some kind of voluntary restraint Folly or notagreement or notlhe Minister of Finance has confirmed that a date for the commencement of decontrol will be announced before the end of next month In support of an early end to controls Mr has stated the economic situation throughout 1977 and into looks relatively favorable for the controls program He has also stated that given the prospect of sub dued economic growth we are not likely to encounter demand pressures which might lead to an outburst of price increases if controls were removed and he agrees that as the Anti- Inflation Program moves into its third year and as its expiry date comes closer the enforcement of controls will become increasingly difficult The Finance minister is obviously ex pressing the current economic view that it is important to end controls as soon as possible if we want to restore business confidence and momentum so that jobs will be created for Canadians The prime minister with his stated wish for some type of binding agreement for voluntary restraint which is itself a contradiction is reflecting his belief in controls In fact he loves them They give him the ploy of pretending that the government is doing something in a meaningful way to control inflation while in the meantime inflation flourishes giving the government tax dividends from the windfalls they receive from inflation and of course it allows the prime minister to maintain govern mental intervention in the private sector which is his goal How clever it is to claim you are seeking an agreement with business and labor for voluntary restraint before ending controls when you know- such an agreement is impossible Its impossible in that the prime minister has no idea who should speak for business in such an agreement who should speak for labor or for the consumer the farmer or the small businessman Pressed all government officials will say is that they are looking for an un derstanding among influential people in the community who are prepared to commit themselves They agree its not clear at present who these influential people are It is clear however that the government in anticipation of an election will have to make at least a gesture towards decontrol The likely compromise will be that the prime minister will allow the minister of finance to announce before Aug that decontrol of a sort will commence on Jan next year that it will apply to labor contracts as of the date of their expiration and to corporations as of their fiscal year end This will be another crafty Trudeau move He knows that per cent of all pay agreements expire in the last quarter of the year and that per cent of our companies have their year end coinciding with the calendar year This ap proach will mean that while decontrols will appear to commence next New Year in fact 70 per cent of the companies will remain under controls until Dec 1978 and at least 50 per cent of the labor contracts will continue to be controlled until that date There will likely be an election in the meantime and should Mr win a majority he will then be in a position to rev up his controls program again as there is no doubt with the current fiscal monetary steps being taken by Ottawa inflation will continue to flourish next year In fact its hard to believe but current projections coming out of Ottawa show a current average inflation of per cent per year A projection released late last month in Ottawa indicates that by consumer prices will be more than limes what they were In and that by they will be almost six times the level Mr Trudeau plays the Canadian public as if they are pawns on a giant playboard Un fortunately his hostility to a free market will between the Canadianowned Gray Coach Lines and Greyhound Bus Lines Gray Coach Lines are hired by the government to operate the commuter service and the contract is based on a cost plus basis Mr Hodgson said Its ridiculous to suggest the service would be cut by the Ontario government because two bus companies are sharing a route to Sudbury What has that to do with York North Its sad to me that this kind of misinformation being spread by my political opponents is believed by people Mr Hodgson said If anything the GO Transit service will be improved in the Newmarket area of the riding because officials are always reviewing the service to discover ways to serve the travelling public Mr Hodgson played a major role in obtaining GO Transit service for various parts of the riding Thousands of persons use the GO Transit service daily travelling to and from Toronto The Liberals said last week Gray Coach was losing money on the GO Transit Line Mr Hodgson said If they understood how the system worked they would know that GO Transit is subsidized by the On tario Government and Gray Coach cannot lose money on the operation During an allcandidates meeting Thursday in Aurora Mr Wilson said The Era misinterpreted his press release A Liberal official later claimed that the key con cern in the Gray Coach issue is that local drivers could lose their jobs if Greyhound gains approval to operate on profitable Gray Coach routes He reaffirmed however that the threat of the loss of nonprofitable Gray Coach routes such as the Newmarket to Toronto Go run also exists Scoff of democracy on election is a time for voters to select govern ment officials on the basis of policies abilities and dedication he noted A party has an obligation to state its ideas and to argue In a thorough manner That it has resorted to Madison- Avenue gimmicks in an attempt to sell itself like a second rate soapflakes is an insult to the elec torate said the NDP challenger markings result In a spoiled ballot and automatic rejection During the provincial election ballots were rejected for being improperly marked or spoiled An additional ballots were rejected for simply having no markings at all Thats fairly low says Mr Hagell although the number of rejected ballots is a little high An additional voters declined ballots once they arrived at the polling station For some reason
