eogenlous planning aid for the provincial ministry of health Its an additional layer of bureaucracy for agencies already experiencing problems in getting through to the province And depending on the size of its salaried staff its a waste of money Opinions of health councils vary widely depending on which end of the planning advice you fall how ac tive a leadership role your council chooses to take and how fond you are of submitting your plans to an in termediary for the province And as York Regions steering committee meets this summer to consider the formation of such a district council the disadvantages and advantages will weigh heavily on committee members What are these councils that have so consistently eluded the publics understanding in most of the areas they now serve The council concept was born in following a decade of freewheeling provincial spending on health care services As the number of health agencies began to expand rapidly and health delivery programs began to blossom the province decided that somebody was necessary to advise it on the merits of proposals being made by individual agencies The answer was the district health council It was to have been composed of a group representing both deliverers and consumers of health care By becoming familiar with its area and the services both needed and provided the council was to screen new proposals and requests and advise the province on their advisability Of the planning areas in the province have formed councils As Yorks steering committee met yesterday after Era deadline to begin its summer of deliberations the only clear prospect was that a council here would deal with both health and social service needs In that respect York will become a provincial pioneer Other councils deal only with matters of health But because York has combined the areas of health and social services into a single regional committee a council here would deal with both areas Provincial guidelines provide for great flexibility in each councils determining of its duties The bodies may take as active a role as they choose in the formation of new plans for health care Or they may simply serve asscreening agents for local proposals to he province They may provide health data compiled by the province to each agency for use in its own planning And according to ministry directives the councils must take a role in public education both about what services are available and about the councils function Two existing councils were contacted by The Era for information about their operations It will be in part the experience of past councils that Yorks committee examines as it compiles its report this summer The Niagara District Health Council was formed in when the province approached the existing Niagara hospital council to conduct a study The hospital council which had dealt solely with institutional issues formed a steering committee that eventually set up the present council The Niagara group has members five from the regional government and others including social service planners doctors union representatives businessmen hospital board representatives and public health workers Paid staff include an executive director secretary and a project working on a temporary basis compiling data The councils role is largely advisory passing comment on local proposals before they reach the provincial ministry of health In addition it makes available a large amount of health care data to local agencies In Hamilton- Wen worth the council was formed in a similar way when the province approached the hospital board with its request That council formed in is composed of doctors nurses health officials and nursing home representatives some community health workers and three regional government representatives for a total of members In addition the council pays an executive director assistant senior administrator secretary and typist It too plays a largely advisory role Both councils reported similar problems in their attempts to explain to the public their function Because of that difficulty the public often sees the councils as simply another layer of government And to local health agencies that is often what the councils become Agencies must pass through the council when approaching the government and there has been resistance to the screening in both areas All of which means that councils must work to provide great access to provincial data and planning assistance and to reduce rivalry between agencies within their jurisdiction In York impetus for the formation of a council came from the regional government Through its of ficial plan the region has authority to set up such planning bodies A steering committee chaired by Mayor David Schiller of Richmond Hill and composed of about 15 local health and government officials will take the summer to examine other councils and determine a model suitable for York In late summer public meetings will
