continues Thursdays nom ination day marks the final deadline for candidates to Hie papers that will put them on the York North ballot By Saturday all proxy voting forms have to be finalized and cer tified by district retur ning officer Hagell While the provin- ciallyissued election calendar posted in Mr Hagelis office here sets aside pm to pm Thursday for the official nomination meeting no such meeting is now held the York North returning officer explained Although the procedure has been dropped the election act hasnt been changed meaning the 1 pm to 2 pm eastern standard time period on the day prior to the election must be allocated to the nomination meeting even though it isnt held any more Instead the retur ning officer hopes to receive the nomination lists with the signatures required by each candidate before Thursday Id be happy if they walked in now with them he told The Era last week Candidates who file nomination papers at the last minute run the risk of late certification or even noncertification Mr Hagell noted Since all names must be verified the returning officer needs time to check the list To allow time to verify the names the returning officer cannot immediately certify nomination papers submitted between noon and 3 pm tomorrow Thus if even one name is questioned the candidate has no op portunity to his papers With Thursdays nomination day out of the way Mr can concentrate on finalizing proxy votes Proxy voting is limited to only four categories armed service personnel on active duty tran sportation industry workers whose jobs require them to be away from their polling area during election day and dates set for the advance poll persons certified by a doctor as physically incapable of attending a poll and students enumerated in their home electoral district but attending school away from home As in the case of the student category all voters authorizing a proxy vote must have their names on the voting list within the riding While the person casting the vote must also be on the ridings voters list be does not have to vote in same polling subdivision as the person authorizing the proxy Both the person authorizing the proxy and the person who will cast the vote must complete the proxy form which is then submitted to the returning office for certification The person authorized to vote by proxy casts his own vote In his own polling sub division but completes the proxy vote in the polling area in which the person authorizing the proxy listed If both are listed in the same polling district the voter receives one ballot
