that many other citizens are unable to enjoy their leisure time activities in peace and quiet My comments are aimed directly at those persons who operate and run small trail bikes and motorcycles with very noisy mufflers if any mufflers at all These vehicles are sometimes licensed but more frequently are not and are operated on both public roads and property as well as private property Trail biking can be a very exciting and enjoyable sport but it must be carried out in places where the noise produced will not disturb people who live in either adjacent or nearby residences It is your right to enjoy your recreation of trail- biking but with that right goes the responsibility of finding a spot suitable for the pursuit of that ac tivity Suitable in my opinion means a place where residential property owners and users will not be disturbed by the noise generated by the use of your motor bike Such a place will probably be well removed from any part of the builtup area of our town and equally well removed from any country- residences within the town of which there are many Furthermore such a location will probably be a large piece of private land and does therefore require the consent of the owner of that property to use the private land for that purpose There are very few if any such isolated and remote areas within the Town of Aurora although there are some suitable locations if permission can be obtained from the owners in adjacent townships I want to make it dear that I realize there are responsible trailbikers and motor bikers who operate quiet efficient machines in a socially acceptable manner within town These responsible people find remote areas to practice their stunts where other people are not likely be disturbed Boaters of which I am one must pursue our recreation in accordance with the laws of navigation and safety Running a boat without life preservers waterskiing in crowded public bathing areas and creating excessive wake in rivers and canals are not allowed for what are I hope obvious reasons Golfers while they may practice putting a ball in their backyard its not allowed in a public park do not disturb their neighbors Similarity practising their drive in the backyard would not be condoned as a safe practice again for obvious reasons It is equally the right of any citizen living within the Town of Aurora and Im sure in all other municipalities to be able to enjoy the peace and quiet of their backyards without being by the noise of a trail biker or motor biker who Is concerned about nothing more than hisher own recreational pleasure practising stunts or revving engines in an adjacent or nearby field As Mayor of Town of Aurora I will defend that right to enjoy peace and quiet in ones backyard to the fullest of my ability even If it makes me so politically unpopular that reelection becomes unlikely I believe that this right to peace and quiet is one of the most fundamental rights of human existence unless one by choice chooses to live in a noisy area I have had extensive discussion with the police department and they have pledged their full support in an attempt to try to resolve this problem Council will shortly consider a new by law to replace our present bylaw The new bylaw will be fashioned after the model municipal antinoise by law prepared by the Ontario Ministry of the En vironment In conclusion I ask those of you to whom and about whom this Mayors Report is written to give your full cooperation In finding areas to practise your sport without disturbing other people and giving due con sideration to the rights of other people as well as your own Dont forget with all rights go responsibility Abuse of the responsibility can be cause for with drawal of the right If you area parent of a child whom you cither know or suspect may be one of people causing this problem I ask you to discuss the matter with your children so that they may be aware of their respon sibilities and rights
