The Era Knikk March It It Home day care plan housing counsellor considered by region NEWMARKET Private home day care Is an alternative to more costly municipal day care centres in areas which are too small to justify centres according to York Region health and social services staff Other ideas for ex panded health and social services presented at a meeting here last week include a home management program for handicapped children and proposal for a housing counsellor for the regions welfare branch A special allday meeting was held here last Wednesday to acquaint new councillors with services currently offered in the region and proposals for service expansion Included was a presentation on the health and social services component of the regions official plan Staff is requesting approval to implement a private home day care service beginning April I with an additional staff member to be hired to supervise the program The proposal was in formally accepted by the committee which is ex pected to ratify its decision during a meeting Areas which could derive particular benefit from private home care include Lake Lake Wilcox and the northern part of Georgina Township where no muni ci pa 1 centres exist at present according to a report An additional staff member would be needed to supervise about home care providers each with about five children in their care according to the report Private home care would more readily serve the special needs of shift workers parents of in fants older children who need and af school care and emergency situations the report states Such a program would complement existing municipal centre programs to take over flows and it provides parents with a choice for care for their children People offering York moves to protect rural growth NEWMARKET York Regional Council made its contribution to the preservation of farmland in Ontario Thursday by rejecting a rural residential proposal in The strongest argument against the plan came from Mayor George Burrows who felt the four rural municipalities in the region are better suited for that kind of development Markham has had its share of develop ment Mr Burrow said There is no question that this project will extend onto surrounding farm land John Casey solicitor for the developers told council the acres had originally been part of the Devils Elbow community This portion the only part of the community east of Ave was not included in the sub mission that went to the province for approval because of an error by town staff The municipality wants to correct its error Mr Casey said adding the approval of the plan is being blocked Lottery approved KING TOWNSHIP Council last week ap proved a resolution which will enable the King City Lions Club to conduct their annual lottery In another resolution council approved a motion requesting the region to approve of a pedestrian sidewalk on King at Banner Lane Council will also endorse a Agricultural Society project for construction grading and building of a gable wall in the berg Fairgrounds and will support the societys application for a grant only by the regions staff report which opposes the plan Weinberg regional planning commissioner said if the plan was approved the farmland to the east would not be able to stay in livestock production because it would violate the agricultural code of practice The plan doesnt have the physical amenities for rural residential Weinberg said because the land is open featureless and good for agriculture Edward regional solicitor said any rural residential development in would be deducted from the population for King Township Whitchurch Stouffville and East Council agreed to reject the plan even though it would have been approved four years ago if Markham staff had not left it out of the entire community private home care should be given a twoweek orientation program in the municipal day care centres supplemented by monthly evening workshops to increase awareness of childrens growth and development stages according to the report Staff also requested implementation of a home management program for handicapped children not enrolled in a municipal day care centre The recom mendation also expected to be accepted tomorrow includes hiring three additional teachers to provide the service Although there are programs for han dicapped children in some of the municipal centres there are no programs in the northern part of York Region the report notes To service the need for a housing coordinator in the region staff recommend a special casefieldworker be hired There is a need in the region for an emergency housing service to provide shortterm emergency shelter for those in need and to deal with other urgent housing problems confronting York residents ac cording to a report The creation of the position would add a preventive aspect to the service and would reduce longterm dependence on General Welfare Assistance and Family Benefits the report added The need for emergency housing assistance was deter mined by a group of about agency represen tatives who met in November of An emergency housing committee was formed from that group Currently there are 20 homes listed with the Emergency Housing Registry in York which was formed by the committee scattered throughout the region About 20 people have requested and been considered eligible for emergency housing during the past seven months and many more have made requests for lowcost rental assistance In additional staff member could assist residents in both problems the report notes at
