Traffic violations overstressed policemen from Page 1 didnt fit into the chiefs They said Chief Crawford makes trans fers without even eon- suiting senior officers let alone men down the When you have a squad that squad has to operate as a team When that team cant operate efficiently its the poor old taxpayer thats getting it again a member said The executive pointed out the monetary cost to the individual officer who is transferred unnecessarily to a division far away from his home Theres an officer who lives in Sutton who asked to be transferred to the police office in Keswick Instead he was transferred to Richmond Hill and it now costs him a a year to get to and from work The wholesale transfers especially in the detective branch hamper police efficiency because a newly trans ferred detective has to start afresh building up contacts informers and knowing who the local dement is Of Chief Crawford the executive says that every decision effecting the force is made by him Theres no input from his senior officers sergeants or constables Its his way all the way or its no way Its even so bad he says who takes off their galcfihesand leaves them in the lobby and who doesnt was the Crawford told board members he has called upon Mr Twinney publicly to prove his statements that there is a rigid traffic en forcement program underway in York or resign as a police com missioner and be replaced by a more responsible person Mr Twinney who has served on the regional police com mission since left no doubt in anybodys mind attending the meeting that he does not intend to do either Mr Twinney ad mitted his comments to the press were exaggerated in so far as everyone that moves and walks should be charged but he would not back down from his statement that rigid traffic enforcement is the order of the chief I know its true and you know it too he told the chief angrily Chief Crawford claims Mr Twinneys inaccurate statements may have an adverse effect upon the com munity He told the board he felt it was up to them to assure the public such statements are not true TJe chief asked the board to intervene in Tm ashamed to say order that the people of we only got so many York Mr Twinney reminded the board Mr Twinney said Chief Crawford had called him a bar in the newspapers and had gone to TV to get his arguments on the air Hell not let this thing lie and I wont back down not when were dealing with an million budget and he is asking for more men Judge Lyon noting Mr statement regarding charges to anyone who moves and walks asked the com missioner Am I light in saying police Of that number traffic tickets were issued and motorists were cautioned others were charged with related drinking driving of fences 3988 traffic tickets were issued in January and cautions given This is not in dicative of traffic en forcement which has been described as rigid as hell the chief claimed Chief Crawford added he has never denied there is increased speed en forcement in the Region The chief clearly taking a dig at Mr Twinney who had ob tained copies of orders released to the men told the board If any member of the board wishes information they simply have to ask for it they dont have to make sneak thieves out of my officers and encourage them to break the bylaws Mr Twinney quick on the comeback in terjected then I make a motion that every order issued we get a copy Judge Lyon told Mr he felt confident the board would be given copies of the orders if they deem it necessary Mr told the board my argument is that this enforcement cannot be justified He the chief wants 21 extra men when he is keeping men on spot cheeks all the time Im not knocking the men they are doing their job but be had belter not come in and ask me to find an extra when this force has year round spot checks Mr Twinney angrily told the board Mr Twinney accused the chief of twisting things for his own benefit adding we cant afford those champagne tastes Mr Twinney also criticized Chief Crawfords orders to set radar traps at mph TTieofficer cant use his discretion anymore and if that isnt rigid 1 dont know what is Mr commented Youve got to give some discretion up to he men out there Youre telling them where to go and where to sit and you should be putting your radar traps out where people can see them and not hidden away Mr Twinney argued He advised the chief put them in the sub divisions where people can see them It will soon slow them down Mr Twinney added you dont police a Region in this sneaky way Mr reminded the Board that the chief had been apologetic when he had presented the latest traffic statistics the board a statement the chief ob jected to strongly I am not demoralizing the men Mr told the board in reply to Chief Crawfords charges When the Police Association tells me I am be glad to resign Mr Twinney said Mr argued that the Regions tax payers are not getting the proper protection for themselves and their properties because men are too busy on radar and spot checks instead of patrolling Its not ihe detec tives who do all the protecting its the man on the street observed Mr Twinney Chief Crawford denied officers are not allowed to use discretion when issuing tickets Lets see the orders then Mr Twinney shot back Hes playing to the political platform again Chief Crawford angrily replied in turn This is all rather embarrassing vice chairman Gordon Cook exclaimed as the voices grew louder and tempers flared I didnt know we would reach this point We havent had anything like this before and were in our seventh year Judge Lyon told Mr Twinney You have your views and you are entitled to them but I dont know if this is getting us anywhere The commission chairman suggested Mr bring some policy to the board which might help solve Commissioner Gladys Rolling said It is not the policy of the board to sell newspapers any controversy sells newspapers and think anything to be discussed regarding personnel should be discussed told them Mr still not finished with his argument said it was the chief who called the newspapers and the TV He just had to keep it up Mr Twinney told the board respectfully request board members interjected At this point Judge Lyon threw up his hands saying this Is ridiculous Im not even listening anymore The last word went to Mr Twinney I didnt initiate this hey rube Crawford did he said as
