between Ray Twinned York Region Police Commissioner and Bruce Crawford York Region Police Chief Is just settling down it seems and it was the worst yet People talk about Muhammed Thrilla in Manila but that cant compare to the Corket in York which occurs each year when Chief Crawford prepares his annual budget J You forgot this whole thing began in a budget debate Right Well it did The police com mission will still have to debate that budget before it is presented to York Region Council The chief says he needs more men The commissioner says he doesnt need more men if he can afford to use so many in policing traffic with a vengeance Then the argument went public The chief according to news reports called Twinney a liar and accused him of using Godfather tactics a la the mafia and McCarthy tactics Joe McCarthy or Charlie McCarthy I mean if youre going to be insulted you should understand just what the said The commissioner in a televised news in terview implied the chief was not quite all there Theres something wrong with the man was one of his comments These two if you can believe it were once good friends Thick as thieves if I can use such an expression when talking about a police chief and a police commissioner But one could see that it couldnt last A police chief and a politician were not made to break bread together They travel very different paths and philosophies The wonder is that they were friends for such a long time They lunched together along with other friends fairly often When they had to travel to police conventions they would travel together And they socialized The chief used to be seen at fastball games featuring teams owned by the commissioner In the early years could almost always be counted on to defend Crawfords policies He would help lead the police budget through its annual fight at York Region Council In short they got along famously Crawford who once confided to me that he had a healthy distrust of politicians must have felt he had met an exception in Twinney used to say that Crawford was the best possible man to head up a regional police force if you had to have a regional police force Then a few years back traffic policing and traffic law enforcement became a paramount concern to the chief Yorks traffic statistics were higher much higher than othi areas Some of those areas were larger thai York Thats when the differences between the twi began It was really a matter of how Crawfoi went about it and how perceived Crawford was going about it Twinney perceived that the chief went it in a sneaky vindictive way That he threats on his men to increase traffic catches Policemen who wished to remain anonymous would tell Twinney of the quotas and threats People would phone Twinney or talk to him at functions and relate traffic horror stories Crawford denied quotas and threats but defended his allout war on traffic offenses Budget time is a natural time for this typef thing to surface and when the chief asked for more men Twinney felt the need was not If some of those men could be relieved the shock troops of the traffic war they could be used elsewhere The politician has to be and ft more responsive to the public and he rebelli It is now very much a black and white isst to both of them The chief Twinney feels hj become paranoid about traffic laws and n only a handful of steel balls to complete tl image they will do it within the structure of the commission and not by taking turns in alternative issues of the weekly papers in York It could be a healthy situation which could result in better policing in the region and politicians are natural adversaries For although the motto is Serve and Protect policing in this time is primarily a restraining the public And politicians if they wish- to rem politicians really must serve the public cats and dogs oil and water night and day Just dont mix to throw their aged to the crocodiles Maybe still do abandoned them to the snow or set them adrift on
