shore fires and musk This year there is only a big muddy snow- hole and a lot of people are wondering why The problem is as old as the tradition of free abating on Fairy Lake itself bureaucratic school system at least not until the day when politicians and bureaucrats have some answers to the dif ficulties facing our schools It has been more than two weeks since I spoke at council on the con ditional granting of a liquor licence to Sam of Sam the Sailors Pish and Chip Shop and the procedural manner in which the application for the liquor licence was handled Over the past two weeks I have tried to research the subject and these are my findings Before Sam Rabba applied for a liquor licence from the Liquor Licence Board of Ontario he ran two shops in the Davis Drive Plaza joined by an open portal The Pop Factory and Sam the Sailors Fish and Chip Shop Mr proposed new licenced restaurant if he ever clears the fire regulations the health regulations and the building bylaws will be in the renovated old Pop Factory At present workers are busy blocking off the common portal between The Fish and Chip Shop and the intended new restaurant The reason for confusion in my mind lies with the Liquor Licence Board of Ontario Sam applied to the LLBO for a liquor licence for his new restaurant The LJLBO received his application reviewed the applicant and then turned the responsibility for the ad placement over to the FH ad vertising agency which works on behalf of the board Instead of ad vertising in the local newspapers the ad agency company placed the ad in The Star on Nov 16th and 23rd two Tuesdays when the local circulation of The Star runs at approximately 2900 If placed one day later in both local newspapers the ad could have reached more than four times as many people with The Eras circulation at ap proximately and The Banner at 2500 and the ads would have in formed the right people as people generally read the local weekly newspapers more thoroughly than the bulky Star People would have learned of the liquor licence application and would have had time either to accept or reject the attempt by Mr to obtain the liquor licence for his intended new enterprise Similarly Sam would have had the op portunity to explain to the people of his reasons for applying for the liquor licence It was poor planning by both the LLBO and their advertising agency that made it appear that Sam intended to get around advertising in a local newspaper It was not Sam fault that the advertising was not placed in Newmarket I objected to the way the liquor licence was han dled by the LLBO at council on Jan and I still do There remains the concern of parents and teachers with the location of a licenced restaurant not a tavern that close to Huron Heights Secondary School Mr has agreed to discuss any uncertainties with the teachers at Huron Heights Hopefully there will be a satisfactory settlement for the town of Newmarket and Mr DAVE KERWIN Councillor Town of Newmarket Support urged away from Huron Heights high school and it is to be sure some measure of opposition to the issuance of a licence would have been in evidence at the public hearing had anyone known about it Note to all municipalities If you want to comply with the letter of the law only not the spirit place your ads in the back pages of the Toronto Star It works for the LLBO The CRTC or its advertising agency did
