increments It really doesnt mean much financially since even with in crements included the secondary school teachers contract is within AIB guidelines and in fact has already received AIB approval the poll tax would be particularly hard on the peasantry and apprentices because board and lodging costs would have been d- by their employers from their wages leaving very petty spending money Richard showed courage and resource in riding out to Smithfield to parley with the rebels accompanied by the mayor and some trusty knights he agreed to all their demands save the regalitltes of the Crown this reservation infuriated Wat Tyler who became so insolent that he was struck down by the mayor and a squire and killed on the spot the rebels having lost their leader and being in no way organized dispersed Richards subsequent rule is recorded as extravagent unjust and faithless no reforms resulted from the Revolt whatever support remained to him was lost when he made it known that he intended to abolish the Mother of Parliaments first instituted by Edward I in 1295 When Richards cousin Henry Bolhv landed in to claim his dukedom after the death of his father he found in stead a possible per cent roll back of the elementary school teachers contract may have been avoided More important however was the boards willingness to stand by commitments made on its behalf by staff While the elementary school teachers may have misunderstood whether increments were in or out there was a com mitment made by staff that they would be shown the boards AIB sub mission before filing It was not shown them until after filing In the secondary school teachers case however there was a contractual stipulation JOHN STEPHENS that there would be a joint submission of the agreement to the AIB whatever that meant since its the employers responsibility to file a form not the agreement but the teachers took this to mean being involved somehow in the in formation providing process prior to filing Moreover the two negotiating teams ap parently understood Brian Kettlewell would see and approve AIB reporting forms on behalf of the teachers No one disputed this at the recent special board meeting concerning the matter Their contract was ratified by the board on June 22 filing was to take place in 30 days Instead Kettlewell was asked in to review a draft on Aug He saw increments were excluded approved the draft and went away expecting to receive a typed copy of the draft Instead senior staff withheld filing and sought further direction from the board On Sept at its regular meeting the board passed a motion including in crements not knowing that Kettlewell had already seen and ap proved the draft ex cluding increments On Sept 28 senior staff proceeded to file the amended form with the AIB and did not advise the teachers of the change Faced with allegations of bad faith breach of contract and many inconsistencies the board realty had no alternative but to agree to resubmit theeby sup porting commitments made on its behalf by staff in line below senior staff It didnt cost the board anything because both agreements were acceptable to the board as negotiated and more important it went a long way towards showing the boards willingness to stand by its com mitments and toward restoring teaching staff morale JOHN STEPHENS Separate school representative York County gardens and rill swimming pools for instance This town council Is raising taxes whether they like to admit It or not But they are doing it piecemeal instead of with one big bill at the end of the year Bay view ills Library urged to retain kids story hour Meeting crucial Worling wish to state my thoughts on the values of preschool story hour at our library Some people actually feel that it is a babysitting service However what could a mother do in of an hour Im sure that the mothers who take their young ones to story hour feel as I do that His very worthwhile and good community exposure The advantages far outweigh the disad vantages For example it Isnt much fun trying to find a parking space getting a taxi or trying to keep a tired baby quiet in the library during that time Id rather have story hour than more shelving Our Children love story hour and Mrs Allan who relates so well to the young ones In closing 1 would suggest that children need more quiet con trolled outings such as speaker Mayor is coming to talk to us This meeting is open to the public and everyone is welcome I thought it might be interesting for your readers to know what Endow has done over the past year On April 28th Mr Bruce Gray a planner came to talk about the relationship between town cores and regional shopping centers This talk was in response to the Northern Lights shopping mall being built and it was felt that some background information would be helpful Towards the end of May Mr Murray Pound the Commissioner of Planning for the Region of York at that time came and talked about the overall plan of the Region and how it af fected the people of Aurora In September Endow held a workshop run by Stephen Mills on How to run a political cam paign This was motivated by the thought that some people in Aurora who wanted to run for office might not since they did not know how to go about it During September we also held a meeting on the proposed road through Sheppards Bush This meeting was an op portunity for all the in terested parties to give the citizens of Aurora a little more information on the road and whether they were in favour of it nor not On Dec 2 we held a Meet your Candidates Night A pleasant in formal get together During the year Endow joined the Movement for Municipal Reform and the Social Planning Council The literature that we received from these groups will be made available to everyone in the Aurora library In response to a need that would be better able to serve the people of Aurora Endow gave a copy of the Aurora Library Community Directory to Telecare During the year some members of Endow have organized a citizens community television program on cable TV They have interviewed local people on local issues In the future we have agreed to cosponsor a meeting with the Historical Society to focus attention on Yonge St To continue our work to improve the quality of life in Aurora through the informed participation of its citizens Endow
