a new year has begun it is surely time once again to dream a little and predict what the future may hold Last week we reviewed how Canada had fallen short in our projected real growth between and In that period our dollar fell to 59 cents in terms of purchasing power Eight years of inflationary increases equalled by our entire Gross National Product Last year began with promise but it seemed to deteriorate as the months wore on and ended with higher unemployment and less real growth than anticipated Prices fell marginally By this winter it was felt we would be in the middle of a substantial recovery but it never developed This year may be the pivot year when the Canadian economy turns around or it may be a year of further disappointment and drag Most predictions are gloomy The Con Board in Canada forecasts a substantial slowdown in economic activity with a modest three per cent real growth and almost people out of work A recent study released in Paris by the wellrespected OECD confirms this finding as do many of our leading economists To me such surveys are overly pessimistic will be a better year than most expect To achieve better growth and less unemployment however some new stimulus to boost confidence and to increase consumer buying is needed is where the government must move without delay They should have done it last fall Confidence in business and with the public generally could be restored by the government committing itself to free enterprise and to an orderly phasing out of the wage and price control program ft is absolutely essential thai any new stimulus to the economy should be in the form of a personal income tax cut not growth in government spending I am hopeful that finance minister Donald Macdouald will introduce such tax cuts In his forthcoming budget which will likely be tabled in February With that background it is reasonable to expect that unemployment will not increase prices will continue to decline and there will be more prosperity for all Interest rates this time next year will likely be lower while stock and bond prices will be higher The Canadian dollar will settle down to a more realis ic level in relation to the American dollar which would be significantly lower than today Such a decline would help our exports but it would make imports more costly may be needed if we wish to narrow our trade deficit which has soared to an unbearable level Corporate profits will rise this year more than last which should lead to greater in vestment and productivity in our plants Consumers can expect larger supplies and lower prices for pork and poultry but an in crease in the cost of beef milk and bread Potato prices will likely be below those of last year while the price for fresh vegetables will likely rise Overall however food prices will rise more in 1977 than in but farm cash receipts which declined two per cent in may drop a further five per cent to about billion in the current year An Ontario election is likely this
