he even was appointed York Regional Council now has the chance to forge its first mmonsense policy to govern municipal day re operations Alan Wells was on the spot from the first day he assumed the rather prodigious title of Director of Administration Department of Health and Social Services The job was credited of the administrative burden from Owen Slingerland Yorks Commissioner of A number of vocal councillors particularly Aurora Mayor Evelyn Buck fought hard to block the new position They saw it as and their cynicism remained when the time me to put a body behind the new desk From the staff grapevine and from Mayor Bucks occasional and pointed remarks at public meetings after his appointment Mr- Wells was well aware of his precarious position To com pound the situation Mayor Buck chairs councils health and social services committee the body to which Mr Wells reports through Dr Slingerland Mr Wells report on the regions day care should dispel any doubts about the need social services administrator Council has long avoided coming to grips with the complex problem of how to deliver pay for and prioritize day care services Mr Wells has provided a long overdue and concise set of guidelines for council to follow First he cuts through the staggering pile of statistics found in a day care needs study the region commissioned two years ago That report said everybody needs day care sometime About the only prerequisite for need was the production of a child But as Mr Wells notes the persons surveyed werent asked whether their needs might suddenly become wants if they had to pay the full cost He also points out a deliberate bias in the study it excluded from its sample most singleparent families the people generally regarded as most in need of day care Regional council is committed as com mitted as it is to anything to providing municipal day care but it has been treading water because of the monumental cost of building new day care centres Mr Wells however says the region can deal with the problem without huge capital from the north west side of the in of and pedestrians to lights at the Hit which Hie hue Cutting through a classic syndrome his report points out that the region already has a multitude of potential day care centres private homes Mr Wells urges regional council to encourage a system of home minicentres each accommodating from three to five children The institutional group centres would be retained and some new but small ones built where need is established But the main thrust of expansion would be put into private homes with the overall program still supervised by the region Another major recommendation in the report is that infant care be excluded from any new group facilities instead moving that level of care into the minicentres Infant care in a day care centre now costs almost twice as much a week as care for a preschooler Mr Canada Mall parking lot Wells thinks the present institutional costs can be cut by about onethird but privatehome centres for infants would be relatively inex pensive to run because they require a minimal pit investment for only two or three children Besides the obvious cost savings the privatehome centre concept offers other ad vantages The kids would be supervised in a home setting The guidance and teaching would be carried out on a more personal level both for teacher and children And the system itself represents an example of how regional govern ment often accused of being remote can deliver a needed service at the grassroots level without institutional trappings Social services reports often issue a righteous plea to politicians to fill some newly identified need no mailer what the cost The Wells report only asks council to approve the proposed goils his staff he election and if there is truth to that it should be a busy noisy election cam- Here in York North it isnt much better Liberal hopeful Mnrg has fired off a few guns about regional government and people Incidentally the local can didates night sponsored by this newspaper will be held at the Community Centre on Thursday Sept Hmmm Ive talked about hockey and about the election and I still have half a column to go How about a or two the Newmarket Baseball Association Heres a group of people ho dont have the big thing thai ininoi hot key has people There arent Hint many people involved in minor ball Its been basically the same coaches and managers of the tenuis for the past few years all hard working types hasnt changed considerably either Still Newmarket does extremely well competitively and more importantly the majority of the kids have good time A special round of applause must go the the umpires Never mi enviable job small group of fellows have ignored cries of kill the um pire for couple of years now and for some reason keep coming back Is it just my imagination or do people give umpires a harder time than they do referees in hockey Minor ball has to compete In the summer with lacrosse and soccer and this year there They split the available kids into the bantam and tyke divisions and from all Ive heard it worked well Im not knocking minor hockey on his as I realize they have their problems in finding people to do the thankless jobs but I really feel everyone connected with minor ball deserves a big round of applause this season Now for something a little different It is now too late officially anything about my lawn It has fought a good fight all summer but was usually not home on the night when it was OK to water and it did not receive enough water It has taken on a sickly tan color which is in contrast to neighbors green grass The grass next door looks as though it was imported from Kentucky tender on Astroturf or Tartanturf for next year
