Flood plain rules could leave Aurora high dry with no hardware store By JOHN New Editor AURORA The law of the flood plain But unless the law can be bent or otherwise modified Aurora could lose its only hardware If things stay the way they are were just going to have to get out of Aurora Home Hardware store owner Ernie Ross told a public meeting here last Wednesday night Following that meeting town council will continue to press for an official plan amendment mat would permit Mr Ross to evacuate his cramped quarters on St South and build a new Home Hardware outlet on the southwest comer of and Orchard Heights Blvd GENERAL SUPPORT The towns submission to the provincial government will record that the public meeting reflected general support for the proposal The Concerned Citizens of Aurora ratepayers group did register objections but by the end of the meeting the groups two representatives in dicated they wouldnt be displeased to see the new store go up on the site immediately north of Machell Park As public meetings go it is not dear whether representative of citizen opinion within the flood plain a designation for considered susceptible to flooding in the event of a major storm comparable to Hurricane Hazel The South Lake Simcoe Conservation Authority he flood pi the Home Hardware proposal not be approved Ontarios Ministry of the Environment backs up tbeSLSCA CHANNELIZATION COSTLY Both agencies say however that they would reconsider their positions if Tannery Creek could be channelized in manner as to release the site from the flood plain The creek runs im mediately south of the site Channelization is a costly undertaking but last weeks meeting indicated that officials arent ruling out the possibility Aurora Council as well as councils from other York Region municipalities has resisted the flood plain regulations since they Erst were unveiled three years ago Many politicians believe the Hurricane Hazel criteria are unrealistic and that the rules effectively block reasonable development Town council sees no legitimate reason why the Home Hardware store should not be con structed at Yonge and Orchard Heights Mayor Evelyn Buck told last weeks meeting that the store is needed and would be of obvious benefit to the town ONLY HARDWARE STORE At present Mr Ross can stock only half the items hed like to and his store is the only game in town the mayor pointed out Were certainly not going to do anything to discourage a local merchant to expand his business Mayor Buck said It is the most enjoyable store on the main street said Norm Weller a town employee and school trustee who attended the meeting as a private citizen If we dont allow these people to expand we TOWN COULD page 2 Hardware store plan could open flood gates problem in the event of a major storm even one like Hurricane Hazel says Jim resources manager of the South Lake Simcoe Conservation Authority But giving Home Hardware the green light would open the way for more building in the flood plain throughout the Holland River valley and that could create hazardous flooding potential Mr Gosnell says He believes the flood plain regulations exist for a purpose and making an would invite trouble Thats why hes firm in his op position to the Home Hardware proposal So far the provincial government and the Ontario Municipal Board have supported the flood plain building ban as well In an interview Friday Mr Gosnell offered little encouragement to proponents of the Home Hardware plan ideally you shouldnt develop it he told The Era Why not If you allow somebody to do it in that area and if you continually allow development in the flood plain youre taking up available space he said When the flood water is trying to make its way through the valley its got to find another route Its the cumulative effect of that sort of thing going ahead Mr Gosnell added In other words too many buildings in the flood plain would divert flood waters to a degree that conceivably could enlarge the flood plain itself Areas not now susceptible to flooding could be overrun by the diverted waters The flood plain mapping Is based on a storm of HurrRane Hazel intensity Many politicians think the Hazel criteria are unrealistic that another Hazeltype storm isnt likely at least in this century probability of another hurricane like Hazel He does point out that Hazel put the proposed hardware store site under water in 1954 and says simply that it could happen again The hydrometeorologists are satisfied that it happened once and could happen again he said In fact some experts believe the maximum storm in this area could be in excess of Hurricane Hazel Four years ago politicians in northern York Region agreed that precautions should be taken Thats why they supported both financially and philosophically the flood plain mapping exercise to find out which lands should be protected from development But once they saw the extent of the flood plain many of them changed their minds At last weeks public meeting on the Home Hardware proposal Aurora Clerk Administrator KB Rodger said he felt some sort of compromise might be struck by putting the stores parking lot on the low area of the site and the building on the high part Generally speaking a parking lot in a flood plain is acceptable unless Its for overnight parking said Mr Gosenll However he pointed out that the entire Home Hardware site Is In the flood plain The variation in elevation Is only seven feet And store owner Ernie Ross plans a lsoou fl designate the twoacre site for commercial Considerable red tape lies ahead It promises to be a long hard fight Sketch f is ft THE ERA Aurora Si King ONTARIO OCTOBER II IS THERE ANY PLACE THEYD RATHER BE King Mayor Margaret and York North MPP Bill Hodgson who
