The En Awn KMWfck Wed Sept 1 THE ERA York County Sine Audi Bureau HASKELL BARRY WALLACE Streamlining shouldnt bring unlimited growth The speed with which Queens Park has moved to speed housing development approvals is to be commended Only iwo weeks ago Provincial Treasurer John White indicated there would be a streamlining from the provincial level of sub division proposals for municipalities throughout Ontario Last week he and Premier William Davis announced the streamlining process which will give sweeping powers to such governments as York Regional Council in approving housing developments Said Mr Davis I want to make special mention of our decision to give councils of regional municipalities the authority to approve of ficial plans zoning bylaws subdivisions and subdivisions at Queens Park and give most of the power to approve these developments first to the area municipality and ultimately the regional government While it is hoped that this move will relieve an acute housing shortage throughout Ontario it is also hoped that the TorontoCentred Region Plan concept is not simultaneously thrown out Premier Davis window The original concept was a good one and it is just as good today and will be even belter years from now The calls for York Region to be mainly an area of and recreation with limited growth in the urban municipalities The growth should be limited to such urban municipalities as Vaughan Rich mond Hill Aurora and Newmarket and much more limited growth in the rural municipalities of Whitchurch Slouffville King East and Georgina It would be folly to have boundary asphalt for example in East Gwillimbury as it would to have skyscraper apartment buildings along the south shore of Lake Victory for plain citizens The details of these new powers for regional governments will be revealed at a meeting of the provinces regional officials and government civil servants this Friday Mr Davis statement and comments from Queens Park officials say enough to show that local governments and not the provincial government will be making most of the development decisions for their municipalities This will help put a stop to the endless delays and needless duplication in approving housing It appears the ordinary citizens of Ontario have won their battle against Ontario Hydros proposal to build a power line across thousands of of the provinces Environmental consultant Bruce recommended last week to the Com mission that the hydro line be moved south and be built in the parkwayutility belt across southern York Region The Commission will hold hearings on Oct 15 to hear discussions on the recommendation Then it will make its final recommendations to Premier William Davis The provincial Cabinet will make the ultimate decision as to the hydro line route As King Township Mayor Margaret Britnell one of the provinces most diligent workers against the hydro power line route remarked It took a group of plain old citizens It is hoped that these same plain old citizens and others will join them in continuing the pressure until the ultimate decision is made For it makes more sense to run a power line through a parkwayutility belt than it does to carve up thousands of acres of Ontario green- bolt They raced he drank it all in bob martin What where you doing on the night of Sept If you had the sanity of five Era Staff members you might have found yourself amidst roaring motors tires and screaming fans 16000 of em at Speedway It was all part of the tracks special media race in which the scribes whove written about racing could sample the sport Some of the biggies where there Jack London Tom Rivers and others whose names move teens to drool in awe but the real heroes where the little guys the representatives from the community press Papers Id never even heard of sent representatives or where they sacrificial lambs apparently hellbent on selfdestruction The Era was no exception From the corners of he composing room and dark room came four stalwarts their eyes glistening with visions of fame and glory By the time John Cole Rollins and Louise the lone lady on the track all night and I sat through the preliminaries my eyes were just as glistened but it wasnt from any cerebral meandering It was at that point realizing that driving and drinking dont mix that I chose the latter After all wouldnt want to dent the scene What I witnessed was something similar to the tortoise and the hare story from my childhood John Cole was the overconfident Hare It all began when John drew the pole position and didnt end until he crossed the finish line in ninth place Not to good when you consider there were only five laps Larry in he other hand was more like the steady tortoise His position on the starling grid was second to last but some sharp driving mixed with sheer fearless stamina saw him finish the race in fourth place Not hat ho couldnt have done better hut he just ran out of There was no such problem for landed me In York County Hospital Too many bus toura and weed inspecting trips with my fellow members of the Citizens Forum I expect led to my current condition Actually as I write Ihis the date for my official opening hasnt been set youll have to wait until next week to hear all the delicate details You luckles My few days here have given me my first chance to view the operation of unique hospital from the Inside And ft certainly Is unique Let me give you some background on this hospital There are currently about beds per people in the hospitals service area The provincial guideline sets out a minimum of four beds per 1000 while the average across Ontario la five Even when the finally approved expansion it the situation wont change to any great eats As soon as more homes axe built will be back In short then the staff at YCI is daily per forming small miracles under less than ideal conditions In spite of these difficulties is known as a topnotch hospital So It was Into this efficient place of healing that I staggered last Wednesday about am A hospital In the wee hours always seems to have that air of quiet readiness Like a machine In the alert position One or two haggard looking people In the waiting room soon to be joined by my yawning brotherinlaw who escorted me In A nice lady forewarned of my arrival by a phone call confirmed my identity as she led me to one of those emergency room beds No shoes furred to Intensive Care for observation and what turned nut to be the most Intensive core 1 have over received In my two day stay In hat section 1 was chucked tested probed and my blood pressure read almost constantly No less than three people upon moving my personal belongings questioned mo about my tack of shoes upon admittance Broke my darn toe I kept saying Especially when hey kept to cover up my feet If you ever have the misfortune to be really sick or hurt you can take heart if you land In Yorks Intensive Care Unit If they cant help you you Is un The starr at York County Is dedicated They have to be The average patient stay there la just over six days while the average In other hospitals in Ontario is about dont think that means people in this area heal quicker than those who live elsewhere I think a credit to the staff at YCH hour or so Along with the resident cases being handled from wheelchairs and stretchers many ids are hustled in and out while various parts of their anatomy are xrayed and processed I dont know how hey manage to keep them till straight but 1 can testify that both he broken toe and ho ulcer showed up on only my charts I think they were disappointed that they didnt turn up my shoes In spile of what has to be a constantly speedy operation everyone absolutely everyone has time to be cheerful They didnt me When insisted on roaming halls when I was supposed to be resting They Just slipped me a tranquilizer that would fell an ox Ana smiled They smiled and hummed at am B m pm and again at 3 am when they came in to shut off my TV set and take my playing cards When I persisted In sneaking down to the lobby to buy a paper they stationed a smiling guard near the elevator door to send me hobbling broke my darn toe back to my room even met one young lady who took time from her busy schedule to relate the finish of a which I had started to until succumbed to another tranquilizer The upshot of the whole thing and what is moat Important to me la that the attitude and atmosphere there helped me make a difficult decision have decided to undergo the routine ulcer operation For while it is routine it Is a major drama to this avowed coward The Doc gave me a of cutting or diet treatment but suggested the former method would be the beat I was prepared to put on my coat and pants and leave right then Barefoot Mall tin diet to me Doe But now I like hospitals At least this one As much anyone can like a hospital So Ill take the knife Ive got all Ihe con fidence In the world Hey Doe can you fix Ill meet my deadline next week
