Roads study shows deficiency proposes 20year plan NEWMARKET Newmarket used to be known as the town with the most paved roads That was years ago Now were probably known as the town with the most potholes Ray Twinney wasnt complaining He was talking about the results of the road needs study which the provincial transport and communications department conducted the problems the p and Mayor Bob Our trucks all existent Vehicles are being left outside yearround and rotting he said Garages Regional Police ruled them off the road this year as being unsafe Were driving around in and 64 trucks and they just wont go on much longer said Mr Roads are a special concern of Regional Councillor Twin- because as chairman of councils operation group the works department and the roads budget arc both his immediate responsibility roads budget that didnt have a longrange program included in it faced major roads problems when they took office Many street repairs were long overdue street were needed and some programs such as Cane Parkway had been left halfcompleted by former administrations The two men approached the department of transport and communications district inspector about a road needs study for the town although both knew the department almost never approves such studies for towns They usually only do them in townships and counties Eventually the department did agree to do it and Newmar ket became one of the few towns in Ontario to receive the benefit of such a study Provincial road engineers inspected every road and bridge in town inspected works department equipment and facilities conducted traffic counts did other tests and finally compiled all their information into a yettobe released report giving a detailed breakdown of the condition of the towns roads bridges and equipment and recommending a program for their rehabilitation Its a bit of a shocker to say the least The report says Newmarket has a million roads and works department deficiency It recommends a 20year program with a mill a year budget to correct it The town spent mills on roads and works this year so if the study recommendations are adopted it will mean an automatic onemill tax hike or to more a year on the average home until 19D2 explained Mr Twinney He said the Ms mills a year for years will allow the town to keep up regular road and bridge maintenance take care of necessary road building and major repairs and to handle future He explained if the town adopts the program included in it will be a reserve fund for the purchase of new equipment so trucks and other things can be replaced at regular intervals It also the department will know what were going to spend each year and will he able to allot us grants and know well he able to use them- No more figMir Mr Twinney said he doesnt think any Newmarket council for years back used all the provincial grant money available to it for roads thoy always cut their roads budget that leaving Newmarket with t said if council adopts Die studys program It is not hound by it but were 00 sure where were going Will the Cane Parkway he Included In the first fiveyear program or will It he left a ditch Newmarket counterpart or the Expressway That thing was a dream that could never he made to work as far as Im concerned said Mr Its just not feasible when you consider the amount of money it would cost pointing out the town already has Invest ed in the ground in the proposed fourlane divided parkway which was to run from Unlock Sideroad to the downtown core said the present administration has no plans to do more than finish two lanes of it from to the bottom of Lome Ave should be looked at first he said The widening and extension of Church St was undertaken this year to ease congestion on Main St by making it a ring road and the extension of Ave to Davis Dr will also be completed this year he said Only a few things are being considered until the study which Mr feels confident will be implemented by coun cil establishes priorities He said the lar and chip surfaces put on a few town streets designed to tide over until money Is available to re- gram over the whole town was completed this year that East Heights streetswill need now ditches and curbs next spring and that he hopes to buy a second band street washer soon Ml the sweeping in the world wont do any good ft you road clean he said to sweep cleaner than others Twinney traffic NEWMARKET A new traffic pattern plan for downtown Newmarket Is under study by York regional traffic engineers You might call it the Traffic It Involves a lot of oneway streets and may Timothy from Main to Church St ford St one to Church bound from Church to Main St Traffic on Main St Itself would only be twoway from the north end to Millard Ave From to Eagle St would oneway southbound Parking would probably be restricted to one side along the whole street and on the oneway portion Mr has asked the engineers to consider the pros and cons of angle parking leaving two lanes open for traffic Church St Niagara St and Lome Ave would become the main northbound traffic routes If the plan Is implemented Mr feels traffic lights would be needed at Millard and Main St and at Lome and Davis Dr He explains the town owns a 86foot rightofway between Ave and Davis Dr which would allow to be extend ed to Davis Dr thus meeting Lome Ave which Itself meets Davis Dr
