feel are the most imatrtant laeal Issues in cam paign In presenting the answers wa arranged the candidates In trier QUESTIONS What arc your views on Regional government unemployment a probli York North and if so hat you do about it property owners pay too large a share of education costs should more be shifted to the province Has the change to market value assessment of all property been a benefit to York North residents If not why not Outline your opinion of the Toronto Centered Region Plan County requested Specifically any additional lax burden for education al purposes Part of the load must be shifted to more progressive forms of tax revenue For these reasons the province last year began a three year program I believe the change to market value assessment has been of great benefit to York North residents To consider this statement we must realize that in the past there was no BILL HODGSON Progressive nth the Minister of Municipal I ish The Regional Municipality of who formed the then existing County functions of smaller units and provided services for areas which previously were too small to supply them such as pro fessional planning water and sewage problems However the Regional system in the Region of working well and will continue provincial level It is a problem that can only be solved by a joint effort of all government federal provincial munici- or equality in municipal grants To achieve this market value assess ment based on sales figures in the area has been introduced by the province Market value assessment does not mean an increase in taxes unless you were previously under assessed and had The TorontoCentred Region was a bold initiative undertaken to sure the orderly and balanced growth our province and its communities for next generation The principal was to provide a framework to used by the government municipalities planning agencies private enter prise and the people of the province to the future development of a por tion of Southern Ontario The plan itself has touched on many areas such as parkway belts transport tion population allocations we are talk ing of and the style of lite they live The plan centres around toe theme that future growth In the region must be channelled sway from the area to other parts of the region so our citizens will have greater choice of where to live greater opportunity of where to work greater capacity for raising their families and relaxing with out congestion without Spadina Express ways without pollution and without the tensions of bland urban life I believe the TorontoCentred Region Plan will provide a sound development concept which will determine the pat tern of life for our children and children not only in the 90 mile centering on Toronto but for the whole of the province One of the basic components of virile is strong municipal govern Many of Ontarios municipalities re really integral parts of larger ceo- regions and for them to attempt reserve Democrat their views I have said before and again nine out of people didnt what regional government meant We until i also support tension of services to people both In the public a including municipal repre sentation with the goal achieving Indcpchdenco that would offset sinning lows such as the 10 per cent surcharge imposed by the United States patch work system of rebates which are really nothing more than repayments to taxpayers of excess taxes collected and cation health ami welfare costs by pro moting efficiency through regional gov ernments and by greater provincial equalization grants under a Municipal may soon mean the end of both that is surely what is at stake We no longer simply discussing the old itprice squeeze placing farmers In an c threats and clear The New Democratic Party however has fundamental to its agriculture pol icy the maintenance of the family farm as the basic producing unit and a strong conviction that important changes can from the ownership of farm land This is the first step In a clear repudiation of vertical integration with the next steps to be decided by the farmers The large corporations and his land should not be taxed In the same manner as the speculator There would be two steps to reduce farm properly lax with this In mind First over a five year period the province would assume per cent of the costs of education Secondly farm assessment would be divided into two with a lower rate applying on land than on the farmers home The Toronto Centred Region makes a fetish of land use planning without ever once defining what is meant In fact for sheer obscurity and verbiage the report has few equals Though all the questions of land use are obviously germane to economic growth not a sin specific terms of lands to the west of Toronto than to the east and that areas to the north especially agricultural areas are suffering misuse through private are they specifically referring to Nowhere In the report is there any suggestion of how much land or what kind of land Is required for agriculture Hie that methods to combat the problem He In the fields of legislation and pollu tion abatement technology There Is not a whisper In the report of any legis lative or technological advance which might diminish the problems accompany ing growth in the Toronto Centred Re gion I feel It utterly self defeating to design growth plans In Isolation one must provide I economic planning a grants over lost year When one realizes that the population of York Region Is this represents a subsidy of In grants for every person In York Re- t the Conservative g is lent in the fact that the local submitted their budgets April 1 and hail to wail until September we arc able to know the am of taxes for 1071 The powers of regional government li curtailed mil returned to the local councils Regional government must made much more efficient If that Is not possible then It bo unemployment on its own In view of President Nixons recent per cent surcharge on all Imports the Canadian federal government has created an program but the provincial government has done nothing The provincial government must as a tatter establish some assist ance In maintain favorable employment in Ontario this winter The provincial government all last r complained about economic poll- n will be of its people including the desire of Its citizens to want nates that arc able to find jobs In what might presently an I unheard of fields It Is a challenge which Liberal government will ho to meet success- The property owner today Is paying per cent of the costs of education If voters had elected a liberal govern ment In 1007 the property owners today would bo paying only per cent be a Liberal government would pay per cent of the cost of education through the tax base of province This would mean a reduction of 35 per cent in your tax bill this year If a government was In power today shifting the tax load off land will have much lower taxes than at will money come from to do what the Liberals propose In 1070 there was more collected In taxes In Ontario than in i960 without incurring any tax rale increase or any eminent on grants for regional ment and on fancy office buildings on the most expensive land In province across from Queens Park A Liberal government would have spent that mon ey on education where 11 could help all people gain education tax relief A Lib eral government would use its extra re venues In ways beneficial to the people being reassessed for second lime In The first time prior to was done by the old York County as an ex periment for the provincial government Tho cost of that experiment was and that cost was paid by all the people of York County now York Re gion The province it like all other Tory promises that was quickly forgotten Now people of York Region are Comlt tee on Taxation recommended should be left at tho local level Thus people of York North must for reassess ment a second time after having the delightful task of paying a bill for first initial reassessment Furthermore tho provincial reassess ment Is being done on an unfair basis by persons who unqualified to do the task Tho farm assessments are far too high for the land portion and exactly duplicate homes and lots in entry to the hemes A Liberal government will these Inequities and 1 will insist on i stands In fact it should be drafted or else It should be scrapped In that plan the Tories propose to give away 13 of the total assessment of York Region to Metro This I predict will be done very soon after this election if the Tories one way or another are reelected The loss of that land which lies south of the pro posed highway which runs east and west between highway and Steel Ave must not be permitted First our taxes would Increase by per cent if all other factors remained equal secondly people who live there would have all practical possibility of large by giving awi undeveloped serviced I scale Industrialisation by giving away Commission on Farm and Taxation 1MB
